Council Minutes of 6/16/98
Commercial Siding at approximately $307,000 and Westview Builders at approximately
$452,000. The plans are at ODNR for review. As soon as the approval is received, the
Board of Control will convene to make a decision on the appropriate contractor.
Law Director Gareau: 1) Wage negotiations with the non-clerical group of AFSCME
have commenced.
2) The Duke Realty agreement is now signed by all parties.
3) The AFSCME clerical group negotiations will commence on June 25.
4) Negotiations with the dispatchers began on June 9.
5) By this Friday, we will have completed discovery for the Chamber of Commerce case.
6) Developments in the Moran case will be discussed in executive session.
Finance Director Copfer: 1) The city has received a worker's compensation premium
rebate of approximately $432,000. It is her recommendation to Council that the funds
should not be appropriated at this time.
2) Council has received the green bar reports through April 30, 1998. These reports have
been reviewed by the Finance Director, and any changes or corrections will be posted to
May. By closing a month and doing corrections in the next month, we will have good cut-
off and consistent reports throughout the year. Department directors will receive their
reports through the end of this week so they can review their line items. Line item transfer
request forms will also be distributed. The Finance Department is working toward
providing these interim reports on a weekly basis so that the department directors and
department heads will have a clear picture of fund availability.
3) The auditors were to have returned this past Monday but have been detained by another
client. The completion of the audit is still anticipated at the end of July.
4) She has been appointed to serve on the North Olmsted School District Citizens
Financial Advisory Committee. The first meeting was held last week, and the topic of
discussion was tax abatement and the relationship that the city and schools maintain to
keep the schools whole.
Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long-
Range Planning Committee: 1) He met with Don Copeland and Human Resources intern
Kimberly Wagner to discuss application procedures for CDBG grants. Although in the
past we have been held up as a model to other communities on how the procedure is
accomplished, last year we were disappointed on the number of points received. Intern
Wagner will contact various community groups to coordinate a more thorough community
participation.
Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The
committee met today, June 16, 1998, at 5 p.m. Present were committee members Miller,
McKay and Gareau; Councilman O'Grady; Assistant Building Commissioner Rymarczyk;
Assistant City Engineer McDermott. Agenda items were as follows:
a. Schirmer Construction, 31350 Industrial Parkway. Representing Schirmer Construction
"~° were Jim Yungman and Tony Cerny. The proposal is to construct an office warehouse
~..
2
