The committee unanimously <br />recommended approval and suspension of the rule in order to permit remodeling to begin. <br />2) Following that Recreation Committee meeting was a joint meeting of Recreation and <br />Finance. This meeting was held at approximately 6:30 p.m., and the same people were <br />present. The topic of discussion was the ice rink roofing project--to gain a better <br />understanding of the increased scope of that project, the ramifications of the timing issue <br />and the funding for the roof repair and HVAC dehumidification system. The issues before <br />Council were defined by the chairman as: first, utilization of facility by city organizations <br />in August; and two, a scope and fundings for the roof and HVAC. With regard to the first <br />issue, the bid opening is June 16 with a construction completion date proposed of August <br />15. The administration assured the representatives present that the rink will be kept <br />water-proofed throughout construction and, therefore, enabling them to utilize the rink <br />even if construction is not completed by the 15th. The administration will create flexible <br />schedules so that organizations can move forward as planned with their seasons this fall <br />and end of the summer as well. Barring extraordinary circumstances, such as seriously <br />inclement weather delays, the rink should be available to skaters in a timely manner. <br />Should a serious delay occur, the hockey club requested that a stipulation be placed in the <br />ice rental contract for a refund. It was suggested that this issue be discussed with the <br />Safety Director. If further concerns arise, such as the unavailability of a reliable <br />contractor, the administration is looking into a written confirmation to have the grant, <br />which was obtained last fall for this project, extended. The second issue was the funding <br />and the scope of the project. Several representatives and Council members expressed <br />concern over the HVAC system and the additional cost incurred in relation to the original <br />estimate. The administration stated that the roof and the HVAC system were bid <br />separately, and it was stated that to totally delay the HVAC system would be to <br />compromise the new roof and its warranty. Council was presented with three options for <br />approaching the HVAC system's installation in phases, which also represent a financial <br />phase and different costs attached to those different phases. The funding issue was <br />simplified in this way: money has already been approved by Council to cover the newest <br />increase cost of the roof alone. Originally this total was expected to cover the HVAC <br />system as well. With new estimates presented by the administration, that borrowing will <br />only cover the roof, leaving the HVAC system unfunded at this time. She posed the <br />question to Mrs. Copfer that, if Council agreed to borrow additional funds to do the <br />HVAC work, even if the debt was repaid by the Recreation Center through increased <br />revenue that we will realize in 1999, the additional borrowing still diminishes our overall <br />city borrowing capacity. Mrs. Copfer answered in the affirmative to that question. <br />Councilman Gareau expressed a concern over the safety and urgency of performing this <br />entire project at this present time, and suggested that other capital improvement projects <br />be revisited and be reprioritized. It was a majority consensus of Council to proceed with <br />the entire roof and HVAC project immediately.
