Council Minutes of 6/2/98
Mr. O'Grady wished to clarify one point: He voted that the roof and the HVAC system
should go forward subject to availability of resources to complete the project.
Mr. Miller, Chairperson of the Transportation Committee: 1) In an effort to keep
informed in regards to the merger of the railways that has been highly publicized recently,
he attended Mayor Mike White's press conference yesterday. Also, he is trying to discern
how it affects North Olmsted as far as the press conference today with Congressman
Kucinich. He noted that a Plain Dealer article today stated one of the agreements is that
the railways will be building an overpass over the tracks in North Olmsted. He assumes
that that was probably meant to be Olmsted Township or Olmsted Falls. But he will be
following that up--he has placed a call to the writer of the story. As things filter out, he
will call a committee meeting and see exactly how these settlements might affect North
Olmsted. It does appear on its surface, at this point at least, that the transportation or the
movement of the trains has been somewhat leveled out through the communities so we
won't be negatively impacted strongly either from the north or the south.
AUDIENCE PARTICIPATION
Tim Smith, 5733 Elmhurst Road, said he was speaking on behalf of the residents of
Elmhurst, Wellesley and Whitehaven concerning the street project in their area. His
questions were directed to the Mayor. In January, the residents received a letter stating
the project would take approximately four months. It is now the fifth month and nothing
more has been done but a ditch was dug through the center of the road, causing a lot of
dust. White the ditch was being dug in February, the gas main in his front yard was
broken. His home was without service for 10 hours, and he still has a big mess in his front
yard. He has had no communication from the city on when his yard will be repaired nor
has there been word on when the project will be completed. The letter received in January
stated there would be no interruption of mail service or school bus service. On February
6, the residents received a letter from the post office stating the mail would not be
delivered if trucks were in the way. On February 10, the schools sent a letter stating
children could not be dropped off on normal bus routes because it was unsafe for the
buses to come down the streets. The children had to climb through ditches to get to the
buses. He has addressed these issues with the Service Director and his Councilperson and
was told it will take two weeks to get a letter out to all the residents. He is concerned that
it would take two weeks to write a letter. What are the children supposed to do in the
summer to be able to ride their bikes, especially since there are no sidewalks? He asked
the Mayor: "Why isn't this job done right? Or are we just patching this over so five years
from now that we can tear it all up again and do it the right way?" Mayor Musial said he
could sympathize with Mr. Smith's concerns and the various issues he had spoken about.
But this is the first time he is hearing of this particular problem. If Mr. Smith had
contacted him directly, he would have had answers for him tonight. He does have an open
door policy and does believe in communication. Service Director Bohlmann was asked to
come forward to speak to the issues. Mr. Bohlmann said that Mr. Smith was partially
correct. He has communicated with him and has talked to him at least twice with regard
to the street. He told Mr. Smith that the street would not be paved until after school was
out. A letter will be sent to the residents, but he cannot do it at this time because he does
5
:.c'r~.n.TAK.ti~~ .t..m'tirv ... _.. 1.414. 1A*kbMwm~._....~. ...~p~e;y~.. ~-.:~..i ~: ,. _... ,.
