Council Minutes of 6/2/98 <br />$~; <br />~.. <br />LEGISLATION <br />Ordinance No. 98-54 introduced by Mayor Musial was giving its third reading. An <br />ordinance authorizing and directing the Mayor of the City of North Olmsted to enter into <br />an agreement with Polytech Inc. to provide construction observation services for various <br />capital improvement projects commencing in 1998 and declaring an emergency. Mr. <br />O'Grady moved for adoption; second by Mr. Limpert; motion passed unanimously. <br />Ordinance No. 98-54 adopted. <br />Ordinance No. 98-55 introduced by Mr. O'Grady was given its third reading. An <br />ordinance creating new and revised Sections 505.02 and 505.08 of Chapter 505 of the <br />General Offenses Code entitled "Animals & Fowl," in order to provide for the impounding <br />of animals causing nuisances in the City of North Olmsted, where their owners cannot be <br />immediately located, assessing costs for the impounding and keeping of such animals, and <br />declaring an emergency. Mr. O'Grady moved for adoption; second by Mr. McKay. Roll <br />call: O'Grady, yes; McKay, yes; Miller, yes; Nashar, yes; Kasler, yes; Gareau, yes, with <br />comment: "I would like to state that my understanding of this legislation, is that this is <br />simply a codification of what has occurred in the past with respect to assessing fees for <br />impounding animals who are a nuisance to the City of North Olmsted who are running <br />wild. I would stress and urge this Council to look further into assessing fees for the <br />citizens of the residents of other communities that we have to impound in our local jail <br />who are also causing nuisances. And last year we spent somewhere in excess of $20,000 <br />in prisoner care in feeding these individuals. And I would suggest that in the future that <br />when we look to assessing fees for harboring certain people or animals, that we also <br />consider assessing fees and costs against residents who spend a weekend in our North <br />Olmsted jail." Roll call continued: Limpert, yes. Motion passed unanimously. Ordinance <br />No. 98-55 adopted. <br />Resolution No. 98-58 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for replacement <br />of Culvert No. 5 on Barton Road in the City of North Olmsted as detailed in the <br />specifications on file and authorizing the Mayor to contract for the same, and declaring an <br />emergency. Mr. McKay moved for suspension of the rule requiring three readings; second <br />by Mr. Nashar; motion passed unanimously. Mr. McKay moved for adoption; second by <br />Mr. Nashar; motion passed unanimously. Resolution No. 98-58 adopted. <br />Ordinance No. 98-59 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a lease with <br />International Discount Golf, Inc., for the purpose of operating a golf pro shop at <br />Springvale Golf Course, and declaring an emergency.
