Council Minutes of 5/19/98
James Garfield Camp and others, this project is now complete. Thanks to Jim Boehmer
~"` for his help in setting this up and working with us.
y,:~.
6) On May 27, the first Town Hall meeting will be held in Ward IV at 7:30 p.m. in t e
media center of Butternut Elementary School. He and many of the directors will be
present to meet with the residents and address the concerns and questions of those
attending.
7) A blood drive will be held on Friday, May 29, in Council Chambers starting at 9 a.m.
There is currently a critical demand for blood, and we hope to provide some help to the
Red Cross.
8) Recognizing that we have many, many creative and interesting employees, he has
reintroduced the suggestion box concept to tap into this very important stream of
information. The suggestion boxes have been installed in City Hall, and in the very near
future will be installed at the Rec Center and Springvale.
Mr. Nashar inquired if there was a target date for the beginning of the airport expansion.
The Mayor said that no target date was given. The plans are currently in the hands of the
federal government committee. Analysis will be provided to that committee in about 15
months. If everything goes according to plan, the expansion will begin at about a year and
a half to two years. Mr. McKay inquired whether the international flights would be using
the east/west runway. The Mayor said no because it was too short.
Law Director Gareau: 1) A brief had previously been submitted in the arbitration case
dealing with AFSCME's challenge of the Service Director's appointment of an individual
in the maintenance of City Hall. The arbitrator has ruled against the city, and the decision
cannot be appealed. The individual who is currently a Class A laborer doing maintenance
at City Hall will be replaced by another employee.
Finance Director Copfer: 1) Thursday, May 21, the Rocky River Court is having a
quarterly meeting of the finance directors from the participating cities.
2) The auditors have been back the last two weeks and have been keeping the Finance
Department very busy. They have been helpful in making suggestions as they find
problems so that the procedures can be amended for 1998.
3) Additionally, the RTA internal auditors were here last week and were well attended to
by Mr. Terbrack of NOMBL.
Mr. Miller asked Finance Director Copfer when Council will be receiving the green bar
reports. Mrs. Copfer said she is working on balancing and making sure that the budget
was entered properly. When that work is complete, Council will receive the reports--
probably by the next Council meeting.
Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The
Building, Zoning and Development Committee of Council met on Monday, May 11, 1998.
Present were committee members McKay, Miller and Gareau; Council members Kasler
and O'Grady; Building Commissioner Conway; Assistant City Engineer McDermott;

3
~. ~,
