Council Minutes of 5/19/98 <br />AUDIENCE PARTICIPATION <br />Joanie Szucs, 4370 Selhurst Road, representing the hockey club, asked Mrs. Kasler what <br />the Safety Director had said about the ice rink roof. The club has now been told that the <br />roof is definitely coming ofJ', and they want to be sure they will still be on time because <br />they have canceled ice time at other facilities. Service Director Bohlmann came forward <br />to address the issue. He said that the roof is coming off because it is in worse condition <br />than previously thought. It will be replaced with another type of laminated metal roof <br />with the insulation attached to the bottom so all the work will be done from above. One <br />problem is the curtain wall that goes around the Rec Center which is attached to the <br />existing roof. It comes down with a knee brace and goes to a horizontal h-beam on the <br />roof deck. This is the area of the most deterioration and most of the leaks. The curtain <br />wall has to be removed and new bracing installed. Our schedule is to be out to bid <br />approximately the second week of June, and the construction is scheduled to begin the <br />first or second week of July. A tentative completion date is August 15. He has nothing <br />further to report at this time regarding the HVAC system. Mr. O'Grady asked if the work <br />on the HVAC system would stop the hockey from going forward, and Mr. Bohlmann said <br />it would not. Mr. Bohlmann stated that there is a concern because the ice normally goes <br />down about Memorial Day and does not go back up until August 1. The rink is sand <br />based and contains PVC piping for refrigeration. The concern is how to protect the piping <br />from falling objects. One way would be to keep the ice all summer and insulate the <br />surface of the rink with insulation bags. Another solution would be to put plywood on the <br />floor. The costs for either choice have not yet been determined. Mrs. Szucs questioned <br />the method of keeping the ice all summer because there is a compressor problem. Mr. <br />Bohlmann said Safety Director Jenkins had informed him that the compressors are going <br />to be fixed next week when the ice goes down. Mrs. Szucs said the hockey club wanted <br />to get the specs so they can have an outside source look at the job. Mr. Bohlmann said he <br />did not believe it would be a professional way of doing things for the city to allow another <br />consultant to look at the work of the consultant hired by the city. However, anyone can <br />go to the Engineering Department and purchase a set of specs for $50--these are open <br />public records. Regardless of what an outside consultant might conclude, the city will go <br />with the consultant hired by the city. Mrs. Kasler asked about the timetable with the grant <br />from the Ohio Department of Natural Resources. Mr. Bohlmann said they will preview <br />the process and approve of the drawings since they are making an $80,000 investment. <br />Mrs. Szucs commented that the hockey club was not trying to step on anyone's toes by <br />asking for a second opinion. It is just that they have 450 members to be taken care of and <br />they want to be sure the rink will be open on time. Mr. Limpert asked if the project were <br />to be held up by that state would there be a possibility of the grant being extended. Mr. <br />Bohlmann said yes and that the officials at ODNR were contacted in February about the <br />possibility of an extension. Mr. Bohlmann said we are not going to impede the hockey <br />club or the figure skating club from having their ice this fall. We will do what is necessary <br />to get the job done or delay the job to an appropriate time. Mrs. Saringer asked if a <br />completion date would be included in the specs. Mr. Bohlmann said there would be a very <br />rigid schedule that the contractor would have to adhere to.
