Council Minutes of 5/6/98
;~„ amount. However, they have found that the project is on the order of $90,000 to
-~: $100,000 and Community Council's contribution was less than $10,000. That did not
make it a feasible project to do at this time. He suggested that Community Council, an
association of city organizations, use their fundraising abilities to make a larger
contribution from the community towards this projects. The complete project is
approximately $90,000, but two other estimates put it between $55,000 and $75,000.
However, these estimates would involve the installation of temporary wooden poles. That
is something that the committee did not want to do. A greater contribution by Community
Council would help to make this a feasible project for next year. Mrs. Petrigae asked that
the figures for the estimates and the blueprints be made available to Community Council.
Mayor Musial said that Mr. Bohlmann had an extra copy and would make it available to
her. Mr. Bohlmann said that the $90,000 engineering estimate was provided by the
engineering firm that did the drawings last year. His original asking price to Council last
year would have been $100,000, asking for a contingency on top of that. Some areas
were eliminated, the lavatory and swing area, to bring the costs down a little. Also the
Lighting standards were eliminated, which would require the existing lights to be put up
and taken down after Homecoming. This change brought the cost down to $75,000. If
we did not put the appropriate cable that has to lay in the ground, we could reduce it
probably by another $20,000. The original plan was to have a licensed electrical
contractor do the Homecoming installation and take down for the first year. It has been
his recommendation to the Mayor that the project be done right all at one time. Mrs.
Petrigac asked Mr. O'Grady for the amount that would be required of Community
Council. Mr. O'Grady said he could not at this time give a definite figure at which point
Council would feel the project could go forward. Mrs. Petrigac explained that
Community Council's fundraising ability at Homecoming is strictly set from the footage
from each of the booths. The money received by the organizations from their booths goes
into their various fundraising projects. Community Council as a whole gives back much to
the city. It is not easy to go back to the group and tell them they have to put even more
money in. However, she will go back and suggest that they re-examine their contribution.
She hopes that Council, as a governmental entity, will continue to work very hard for the
underground wiring.
Bruce Pierson, 26944 Butternut Ridge Road, spoke in his capacity as electrical
coordinator for the Community Council. He was part of the group that developed the
plan which would cost $100,000 at a time when they thought grant money might be
available. Those plans included the group's "dreams"--extras that are not absolutely
needed. Homecoming is considered by the community as a City of North Olmsted event.
He is very concerned about safety, and feels the "Rolls Royce" extras can be cut out to
leave a good Chevy or Ford that will do the job safely and do the job right. Mr. O'Grady
commented that he did not want to leave the impression he thought this was completely
Community Council's responsibility. City Council simply felt that this project should be
done once and done right since it will benefit the whole community. Mr. Limpert
suggested that the issue be discussed at length in a committee meeting. Mr. Pierson said,
"Tell me when, tell me where, I'll be there."
8
