<br />MINUTES OF THE PUBLIC HEARING <br />~"`` NORTH OLMSTED CITY COUNCIL <br />APRIL 21, 1998 <br />Present: Council President Saringer, Council Members Gareau, Kasler (arrived at <br />7:02 p.m.), Limpert, McKay, Miller, Nashar, O'Grady <br />Also Present: Clerk of Council Seman <br />Council President Saringer called the public hearing to order at 7 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />President Saringer announced that the public hearing was being held with regard to <br />Ordinance No. 98-20. This ordinance provides for the amendment of the Zone Map by <br />changing the hereinafter described parcels of real property located on Cook Road west of <br />Barton Road, formerly within Olmsted Township, from Single Family Residence District <br />to Single Family Cluster District. <br />AUDIENCE PARTICIPATION <br />Timothy Grendell, Grendell & Targove, 66 D Rockside Woods, Independence, Ohio, <br />along with Jim Elliott, represented Hennie Hones, Inc. Hennie Homes developed the <br />Cinnamon Woods development, which is the property immediately to the north of the <br />subject property. The original property was purchased from Christ the King Community <br />Church, and Hennie Homes has now acquired the approximately 18 acres which was part <br />of Olmsted Township. In December of 1997, the County Commissioners adopted a <br />resolution authorizing the annexation of the 18 acres to North Olmsted. As Township <br />property, the 18 acres was Single Family Residence District. Hennie Homes is now <br />requesting a change in zoning to Single Family Cluster District to be developed as a <br />continuation of Cinnamon Woods. There will be a separate condominium association, and <br />the project has been designed to eliminate a concern about traffic by discouraging pass- <br />through traffic. Mr. Grendell noted that the streets will be private streets and city <br />services will be the same as provided to the current Cinnamon Woods: garbage pick-up <br />and service by police and fire personnel. The snow removal will be provided by the <br />condominium association. Some drainage issues on the back of Peppermill will be <br />addressed in the drainage that will be provided in the drains to the northern part of the <br />proposed project. Regarding trash pick-up, Mrs. Saringer inquired if the streets would be <br />built to city specifications. Mr. Grendell said they would be. However, the streets will be <br />private and not dedicated. The only dedicated street is Cinnamon Way. Mrs. Saringer <br />noted that the city does not pick up garbage on non-dedicated streets. Mr. Elliott said <br />that there had been trash pick-up since the beginning--it was part of the agreement that <br />was worked out five years ago. Mrs. Saringer asked Service Director Bohlmann to speak <br />' to this issue. Mr. Bohlmann said that the city picks up refuse that is placed on the <br />~~~..~ <br />
