Council Minutes of 4/21/98 <br />input from both the fire and police chiefs that we would remain silent on the issue at this <br />``' time although we would continue to observe any activities that may eventually impact our <br />:.d,~ <br />community. <br />Mr. McKay, Chairperson of the Streets and Drainage and Environmental Control <br />Committees: 1) The Streets & Drainage and Finance Committees met in a joint session <br />on Monday, April 13. Present were Service Director Bohlmann; Engineer Deichmann; <br />Councilpersons Gareau, Kasler, Nashar, O'Grady and McKay. The following items were <br />discussed: <br />a. Ordinance 98-28, which is a resolution that permits the Service Director to advertise for <br />bids to improve the storm drainage from Brookpark Road to the Mastick Road area near <br />the Wastewater Treatment Plant and authorizes the Mayor to contract for the same. The <br />improvement is necessary to remove the water from the newly installed Georgette storm <br />sewer and to prevent surcharging from the sewer line coming from the east. There will be <br />a slight delay in the project until all easements are secured. The cost is approximately <br />$482,000. The committee recommended approval. <br />b. Ordinance 98-29, which is an ordinance adjusting the tap-in fees for buildings <br />constructed in regard to senior housing. The intent is to make an affordable dwelling unit <br />for the senior citizens of North Olmsted. Also it is thought that senior citizens are less <br />active in the use of water, although this does not affect the sewer rates or the water rates <br />that they will pay. At the present time, the legislation will be held in committee for some <br />verbiage clarification. <br />c. Ordinance 98-30, which authorizes the public bids for catch basins, manholes, <br />sidewalks, curbing and slab repair on various streets throughout the city. The list of <br />streets has been presented to Council, and there were no objections. The committee <br />recommended approval. <br />Mr. O'Grady, who chaired the Council-as-a-Whole Committee meeting on April 8 <br />reported: 1) All members of Council were present with the exception of Council President <br />Saringer. Also present were the Mayor and the directors of Finance and Service. <br />Discussed were the amended capital improvement projects for 1998. Council voted <br />unanimously to approve the following projects: First, removal and reinstallation of <br />underground storage tanks at a cost of $154,000. Second, Brookpark Road phase one at <br />a cost of $210,000. Third, north Barton Road resurfacing and culvert replacement at a <br />cost of $75,000. Fourth, Cedar Point Road at a cost of $50,000. Fifth, old Town Hall at <br />a cost of $110,000. Sixth, the Recreation Center complex roof at a cost of $305,000. <br />Seventh, Forest Ridge storm improvements at a cost of $150,000. Eighth, Broxbourne lift <br />station at a cost of $300,000. Ninth, a proposed land acquisition. Council voted six to <br />one to approve an amended list of streets for slab repair and underground street lights of <br />$500,000. Council voted four to three to reject a proposed underground wiring at North <br />Olmsted Park citing high costs and less than expected community commitment to the <br />project. This issue will be re-examined next year. Council voted unanimously to approve <br />the roof replacement at Fire Station #2 and to explore the potential for a gabled roof <br />which would ensure longer life for the roof of that station.
