This project <br />will be constructed in two phases. With the recommendation of the Planning Commission <br />and discussion that was had among committee members as well as the project developer, <br />the committee unanimously recommended approval of the request for St. Clement <br />Macedonian Church for a conditional use permit to operate the church in a General Retail <br />District. Mr. Gareau moved that Council approve the conditional use permit. The motion <br />was seconded by Mr. McKay and unanimously approved. <br />c. Auto Body Services Inc., 28415 Lorain Road, a request for a conditional use permit to <br />operate an auto repair facility in a General Retail District. Attorney Ronald Mills <br />represented Auto Body Services Inc. The project calls for the construction of an auto <br />repair facility featuring an auto paint booth that was represented by the developer as state- <br />of-the-art and a first of its kind in the City of North Olmsted. Mr. Mills advised the spray <br />booth was heavily regulated by the EPA and believed that the EPA regulations, together <br />with the buffering that would be incorporated in the project, would be beneficial to the <br />neighborhood and would provide for the least intrusion possible. Lind Huska of 5564 <br />McKenzie agreed and was here to represent the residents in that neighborhood and stated <br />that they had no objections at this point in time of the conditional use permit. She did <br />stress, however, that the project would be carefully monitored through the Planning <br />Commission and with the assistance of Mr. Nashar. With the recommendation of the <br />Planning Commission and the input of the project developer and the residents that were <br />here, the committee unanimously recommended approval of the request of Auto Body <br />Services Inc. for a conditional use permit to operate an auto repair facility in a General <br />Retail District. Mr. Gareau moved that Council approve the request for a conditional use <br />permit. The motion was seconded by Mr. Nashar and unanimously approved. <br />d. Fairview West Physicians Center, 24700 Lorain Road at the corner of Columbia and <br />Lorain. There were two aspects of the project before the committee. One was a request <br />for a conditional use permit to locate hospital parking in a residential district. Secondly, <br />the proposal was to construct a three story addition to the existing physician center, which <br />will include a new parking lot and renovations. Representing Fairview West Physician <br />Center were Joseph Wilson, Paul Slabodnik and Christian Phillips. The project calls for <br />the expansion of the existing structure into a first floor, four surgical suite addition of <br />approximately 11,000 square feet and two stories adjacent to that of approximately 5,000 <br />square feet for each floor which would be used for medical use and offices. Regarding the <br />conditional use permit aspect, several residents spoke and expressed concern about storm <br />water management and the increase in potential flooding as well as street flooding and <br />backyard flooding and the aesthetics problems associated with a parking lot. Also, the <br />residents were concerned about the residential quality of the neighborhood, decreased <br />property values and an increase in traffic. Mr. David McDermott of the Engineering <br />Department advised that flooding should not be increased in light of the streams and storm <br />water standards enacted in the recent years. Regarding traffic, it was discussed that the <br />present location of the Columbia Road driveway best allows for residents to enter and <br />leave their own property. Mr. McKay advised that a no right turn on red at Columbia and <br />Lorain may be helpful and, therefore, slow traffic down to allow these residents to still be <br />~" able to exit their driveways safely.
