Council Minutes of 4/21/98
consider putting up additional signage regulating traffic. For instance, such as "No
Blocking Driveways." Mr. McDermott put Fairview West on notice of the potential need
to relocate a major sewer line and vacate an easement given the location of the extended
driveway and the fact that a major sewer line did run underneath their proposal. Mr.
Conway advised of the need to preserve sight lines for traffic exiting onto Columbia Road.
For aesthetics reasons and the potential impact extending of the parking surface further
into the residential neighborhood, Fairview West was advised to prepare additional plans
demonstrating the proper location of the Columbia Road drive together with an increase in
the green space for buffering on the eastern portion of the project, which would be the
portion that is immediately adjacent to Columbia Road, by extending the area
approximately 20 feet that would allow for mounding and location of additional trees as
well as green foliage that would be located there. Fairview West was asked to incorporate
these aspects into their plan and then to come back before the Building, Zoning and
Development Committee.
AUDIENCE PARTICIPATION
Michael Zenker, 25186 Fawn Drive, spoke on behalf of the hockey chtb which is
concerned about the timing of the repairs to the roof over the ice rink. The club has to
guarantee almost 500 children that they have a place to skate. The club had a meeting
with the Mayor, Mr. Jenkins and Mr. Bohlmann tonight before the Council meeting.
These gentlemen told the club they would be able to start on time, and the club wants
Council's support that "they'll be behind everything that happens in this issue to keep
them going because we have to guarantee." Mayor Musial said one issue that came up at
a previous meeting at the Rec Center was that there was no real determination as to the
condition of the roof. Subsequent to that meeting, Mr. Bohlmann did go up on the roof
and concluded that it was not going to require an extensive renovation. With the roof
aspect under control, that left the HVAC systems. It was decided that, if there is going to
be a situation where the rink would have to be shut down if the HVAC systems have to be
replaced, they would not be replaced until next year. A final determination as to the
HVAC systems will not be made until the beginning of May. Mrs. Kasler asked if Mr.
Bohlmann could answer whether the ice rink could be used while the roof was being
repaired. Mr. Zenker said that question had been answered at the meeting earlier in the
evening, but he is asking when they will actually be able to use the rink. If they need
additional ice for try-outs, they do not have a time frame to find it--they might have to go
as far as Youngstown. Mr. Bohlmann said, at the meeting earlier this evening, the clubs
were told that the roof could be repaired in the window of time that is allotted. Even if
work does run over, it will not inhibit people from skating and keeping the schedules as
they have in the past. His only concern is the HVAC systems because there is an extensive
amount of duct work to be installed. However, if a conflict was caused with the hockey
schedules, then a first and third shift can be worked. The worst case scenario would be to
replace the HVAC's on the roof this year and postpone the rest of the job until next year.
He feels comfortable saying that the skating will not be impeded this year because we do
not have to pull the roof off and all the work will be above the roof. The only question
"~° left in regards to the roof is the installation underneath which probably needs to be
7
,~~...,_.. .~3,a . , ,_. .. x _
