Council Minutes of 4/21/98 <br />replaced. If we do not have the window of time to do the work, we will do it at a later <br />date. <br />Susan Morrow, 6195 Stafford Drive, has flooded six times in the eleven years she has <br />lived in the home. She lives right next to where the storm drain takes the water to Stearns <br />Road. There are three drains in her back yard: one goes to Lorain Road; one does not <br />connect to anything; one drain is on top of the main drain that takes the water to Stearns <br />Road. When the rain comes down hard, the street floods and the back yards flood so <br />much that ducks can be found swimming in the yards. The front yards are flooded, which <br />was a problem that was supposedly fixed three years ago. City employees do come out, <br />but the situation has not been resolved. <br />Dean Kohler, 6181 Stafford Drive, is Mrs. Morrow's neighbor and agreed with her <br />comments. He has flooded seven times in five years. Mr. Kohler said that nothing ever <br />seems to get done about the problem. Mr. Nashar said he had visited the area several <br />times and thought that the city had corrected the problem. However, the report <br />concerning the rains of April 16 and 17 indicates that the main in that area was full. He <br />has asked Mr. Bohlmann to videotape the area to look for blockages that could be causing <br />the problems. Mrs. Morrow expressed frustration because it seems that nothing is being <br />done. Mrs. Saringer asked where the water was coming from. Mrs. Morrow said it was <br />coming through the foundation. Mr. Kohler said he also gets water coming up through <br />the drains. Mr. Bohlmann said that he, Dennis Long, Larry Griffith and an Engineering <br />inspector walked the ditch Friday afternoon. All of the open part of the storm channel is <br />open. He does plan to videotape the area as requested by Mr. Nashar. Several minor <br />obstructions were found from Bretton Ridge east along that ditch line--but nothing of any <br />serious consequence. However, the height of the water was alarming. On the east side of <br />McKenzie Road the storm channel runs between two houses and into a back yard. The <br />whole storm channel is depressed because of debris and somewhere along the line <br />somebody installed a 4 foot diameter concrete pipe for the length of about 100 feet. The <br />amount of water that was flowing in the storm channel backed up at that point and, in <br />turn, backed up the entire ditch and that, in turn, covered the storm sewers at Somerset <br />and Stafford. Consequently, some streets and basements were flooded. The Engineering <br />Department put the information on a SWMM (Storm Water Management Model). The <br />costs will be estimated, and he will come back to Council to discuss funding to correct the <br />problem. Mr. McKay asked about a time frame. Mr. Bohlmann said before the end of <br />the year. Mr. Nashar said he had been told that on Stafford some of the storm drains <br />coming out of the homes are not pitched correctly. Mr. Bohlmann said one was dug up <br />today and it was found that one of the problems, which is a small contribution, was that <br />there is about 15 foot of the storm line going from the house to the street that was totally <br />mudded and rooted up. Also, the elevation was not inverted going back to the house--it <br />was rather flat and didn't have the correct percentage of flow. In these situations, the <br />residents need to install a sump pump to push the water out. However, he does not <br />believe this is the main source of the problem, which he does believe is on McKenzie <br />Road. Once the videotaping is done, he will have a better idea of the problems. There is <br />^°""° some sediment under the Windsor Drive culvert, but that should not cause the amount of <br />8 <br />
