Council Minutes of 4/7/98 <br />potentially severe criminal penalty upon those who do not comply. This is a fourth degree <br />misdemeanor which subjects anon-complying resident to a potential $250 fine and a <br />potential 30 days in jail. Although unlikely to receive such a 30 day jail sentence, it is a <br />potential sentence that one faces under those circumstances. He believes that other less <br />severe means could be implemented at a future date to quell concerns about rabies and a <br />rabies outbreak when and if that increased potential occurs. Roll call continued: Limpert, <br />yes; Miller, yes; O'Grady, no with comment: He does believe there is a need to address <br />the issue of rabies now and does feel that cats, even indoor cats, need to be vaccinated. <br />However, he disagrees with a fourth degree misdemeanor as a criminal penalty for <br />violation of this chapter. The motion passed with five affirmative votes and two negative <br />votes. Ordinance No. 98-17 adopted. <br />Ordinance No. 98-20 introduced by Mr. Gareau was given its second reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted by <br />changing the hereinafter described parcels of real property located on Cook Road, west of <br />Barton Road, formerly within Olmsted Township, from Single Family Residence District <br />to Single Family Cluster District. <br />Ordinance No. 98-23 introduced by Mr. O'Grady on behalf of Mayor Musial. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with RWL Architects, Inc. to provide architectural services for the design of Springvale <br />ADA improvements and declaring an emergency. <br />Ordinance No. 98-24 introduced by Mayor Musial. An ordinance authorizing the Mayor <br />of the City of North Olmsted to enter into an agreement with Schmidt Copeland Parker <br />Stevens to provide architectural services for the design of Old Town Hall improvements <br />and declaring an emergency. <br />Ordinance No. 98-25 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Polytech, Inc. to provide architectural and engineering services for the design of the <br />ice rink roof improvements and declaring an emergency. Mr. O'Crrady moved for <br />suspension of the rule requiring three readings; second by Mr. Limpert; motion passed <br />unanimously. Mr. O'Grady moved for adoption; second by Mr. Limpert; motion passed <br />unanimously. Ordinance No. 98-25 adopted. <br />Resolution No. 98-26 introduced by Mr. Limpert on behalf of the entire Council was <br />given its second reading. A resolution objecting to House Bill 386 which would prohibit <br />public authorities from imposing certain labor requirements as a condition of performing <br />public works, and declaring an emergency. Mrs. Kasler moved for suspension of the rule <br />requiring three readings; second by Mr. Miller; motion passed unanimously.
