Council Minutes of 4/7/98 <br />_ Fire Chief Osterhouse; Police Chief Rupee; NOMBL Operations Manager Terbrack; <br />,,~,~. Recreation Commissioner Dolansky; Springvale Facilities Manager Strnad. The <br />appropriations were discussed concentrating on a review of the Building, Police, Fire, <br />Recreation, NOMBL, Finance and Personnel & Administrative Departments. Minor <br />adjustments were made to the budget with one question regarding police coverage at <br />Springvale referred to the Law Director. <br />3) The committee met again on March 25 at 6 p.m. Present were committee members <br />O'Grady, Limpert and Kasler; Council Members Nashar, McKay, Gareau and Miller; <br />Mayor Musial; Directors Bohlmann and Copfer; Senior Center Administrator Telegdy; <br />Data Processing Commissioner Hannum; Civil Service Secretary/Clerk of Commissions <br />Cornish. City appropriations were discussed with a review of the Senior Center, <br />Electronic Data Processing Department and Clerk of Commissions' office. Minor changes <br />were recommended. A request regarding Springvale police coverage was resolved per the <br />Law Director. The committee conducted a final review of the entire appropriations and <br />recommended approval. <br />4) A special meeting of Council was held on March 30 at 6 p.m. Present were all <br />members of Council, the Mayor and directors of Finance and Law. The appropriations <br />legislation, Ordinance 98-16, was amended on the floor and then unanimously passed <br />under suspension of the rules. <br />5) The Finance Committee met on April 1 at 6 p.m. Present were committee members <br />O'Grady, Limpert and Kasler; Council Members Nashar, McKay, Gareau and Miller; <br />Mayor Musial; Directors Bohlmann and Copfer. Discussions revolved around Ordinances <br />98-19, 98-23, 98-24, 98-25, 98-27 and an amendment to the Rules of Council. <br />a. Ordinance 98-19 establishes a new section of the Codified Ordinances dealing with the <br />segregation of funds for capital improvements projects. After some discussion, it was <br />decided to hold this ordinance in committee to give the new administration an opportunity <br />to put their own controls in place. Similarly, the amendment to the Rules of Council, <br />which is related to Ordinance 98-I9, will be held in committee. <br />b. Ordinance 98-23, regarding the contracting with RWL, Architects for the ADA <br />improvements at Springvale, was reviewed by committee and unanimously recommended <br />for approval. <br />c. Ordinance 98-24, regarding the contracting with Schmidt Copeland Parker and Stevens <br />for the Old Town Hall improvements, was reviewed and after discussion was unanimously <br />recommended for approval. <br />d. Ordinance 98-25 concerns the contracting with Polytech for improvements at the ice <br />rink. It was unanimously recommended for approval to be passed under suspension of the <br />rules along with a related ordinance, which is Ordinance 98-38. <br />e. Ordinance 98-27, which authorizes the bargaining agreement with the North Olmsted <br />Fraternal Order of Police, was unanimously recommended for approval. <br />f. As mentioned by Councilman Limpert, Ordinance 98-26 was discussed in a joint <br />meeting of Finance and Intra-Governmental Relations. <br /> <br />4 <br /> <br />
