Council Minutes of 4/7/98 <br />N, moved that this matter be referred to the Planning Commission; the motion was seconded <br />ri,,,,~, by Mr. McKay and unanimously passed. <br />b. A conditional use permit for the ball diamond at Birch School, 24100 Palm Drive. This <br />was a revisit from the issue of last year when a temporary conditional use permit was <br />granted. The issue before the committee was whether to extend the temporary use permit <br />to make it permanent or to simply allow it to expire. This matter was discussed at a prior <br />BZD hearing. Upon considerable input and cooperation from several residents in the <br />neighborhood as well as Hot Stove officials, the committee recommended approval of a <br />permanent conditional use permit to locate a baseball diamond at Birch School subject to <br />the following conditions and requirements: <br />• Litter control. North Olmsted Hot Stove, in coordination with the Parks and <br />Recreation Department, will increase the number of trash receptacles around the <br />present field to five: two on each side of the field as well as one near the parking area. <br />North Olmsted Hot Stove will require that each team playing at Birch assign an adult <br />team member to police the area after games. A league schedule with names of <br />assigned adults will be forwarded to the residents prior to the beginning of the season. <br />Hot Stove will urge residents to call Hot Stove officials to report any discrepancies or <br />problems. In addition, specific rules and guidelines will be distributed to all Hot Stove <br />participants who will have children playing at the Birch School field. <br />• Reduction of infield and overall field dirt. North Olmsted Hot Stove will place <br />crushed limestone around the outside of the backstop and fence it to reduce dirt and <br />limit dust. In addition, North Olmsted Hot Stove will reduce the size of the infield by <br />seeding the infield area between the bases including a 7 foot by 7 foot sliding area <br />around each base. This will allow players the ability to slide while reducing the size of <br />the dirt infield. Seeding of the infield will take place prior to the 1998 season and <br />reseeded after the season so that the 1999 season will have an improved grass infield. <br />This will reduce the amount of dust that is being incurred by residents in the Birch <br />Circle area. <br />• Installation of toilet facilities. North Olmsted Hot Stove will install a secured portable <br />toilet in an area directly behind Birch School close to the lighting near the parking lot <br />and in an area that is agreeable to both the residents and the school. <br />• North Olmsted Hot Stove will place a secured bin where a generator for the pitching <br />machine will be secured and operated. The bin will reduce any generator-produced <br />noise. Shrubs will be planted around the bin so as to enhance the site. This is subject <br />to the school approval. <br />• Hot Stove agreed to install a 6 foot high board-on-board fence along the rear property <br />line of the Osecki property consistent with estimates provided by the Landmark Fence <br />Company and not to exceed the amount of $990.
