Council Minutes of 3/3/98 <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />x, <br />committee met this evening and present were committee members Miller, Gareau and <br />Nashar; Council members O'Grady and Kasler; Safety Director Jenkins. Agenda items <br />were as follows: <br />a. A liquor transfer located at 29047 Lorain Road, DBA Rite Aid Pharmacy, being <br />transferred to 28974 Lorain Road. A check with the Police Department revealed no <br />violations at this particular location. Also, the community service supervisor of the <br />schools, Greg Birney, and the principal at Forest School, Daryl Christian, were notified <br />about the liquor transfer. The new building is more than 500 feet from the property line of <br />Forest School. The committee had no objections to this particular transfer and <br />recommended approval. Mr. Nashar moved that Council have no objection to the transfer <br />of the liquor permit of Rite Aid, 29047 Lorain Road to the new location at 28974 Lorain <br />Road. The motion was seconded by Mr. Gareau and unanimously approved. <br />b. A liquor permit transfer which is being held in safekeeping and going back into <br />safekeeping. The former address is 25973 Great Northern Boulevard & Patio, Success <br />Management, Inc., being transferred to 23420 Lorain Road, Success Management, DBA <br />Bean Limited, which is owned and operated by Cupachino's. The owners are not planning <br />to sell beer, wine or liquor at this location. It is just a transfer going into safekeeping for a <br />possible future sale. The committee had no objections and recommended approval. Mr. <br />Nashar moved to approve the liquor permit transfer from 25973 Great Northern Blvd. & <br />Patio, Success Management, Inc. to 23420 Lorain Road, Success Management, DBA <br />Bean Limited. The motion was seconded by Mr. Gareau who noted that there is no <br />intention to sell alcohol from that location at this time and, if that should change sometime <br />in the future, it would come back before Council. The motion passed unanimously. <br />2) Mr. Nashar noted that the City of North Olmsted is allowed 18 DS liquor permits. The <br />DS permit allows the sale of beer, wine and hard liquor until 2:30 a.m. The number of <br />permits is based upon population, with one DS permit for every 2,000 residents. <br />Currently, we have 17 issued permits and 1 is being considered. The State does not grant <br />variances to exceed the number of allowable permits. C 1 and C2 permits, allowing beer <br />and wine for carryout, are based upon 1 for every 1,000 residents. Currently there are 14 <br />beer and 4 wine permits available for North Olmsted. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) Mr. Thomas Liggett, who has served on the Architectural <br />Review Board, has agreed to serve another term through 1999. Mr. Lirnpert moved that <br />Council reappoint Mr. Liggett to the ARB. The motion was seconded by Mr. McKay and <br />unanimously approved. <br />Mr. O'Grady Chairperson of the Finance Committee: 1) Mr. O'Grady asked that the <br />minutes of the February 17, 1998 meeting be corrected by removing Council President <br />Saringer's name from the present list and adding his name. <br />2) The Finance Committee met on February 26 to discuss Ordinance 98-12.
