The committee discussed the <br />Polytech contract for Phase 2 engineering of Brookpark Road. Polytech Inc. has handled <br />the Phase 1 engineering very well and has a good track record with the city. It is the <br />desire of the administration and Council to keep all of the Brookpark Road engineering <br />with the same firm; therefore, the committee recommended approval of the authorization <br />legislation. <br />Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The <br />Building, Zoning and Development Committee met on February 26. Present were <br />committee members Gareau, McKay and Miller; Council members Limpert, Kasler, <br />O'Grady and Nashar; Mayor Musial; Finance Director Copfer; Safety Director Jenkins; <br />Assistant Building Commissioner Rymarczyk; Assistant City Engineer McDermott; <br />Springvale Facilities Manager Strnad. There were four items on the agenda: <br />a. A proposal to construct a CVS Pharmacy at 23359 Lorain Road. This is the southeast <br />corner of Clague and Lorain where the Goodwill is presently located. Speaking on behalf <br />of CVS was Mr. Joe Wagner of Retail Today. The proposal calls for the demolition of the <br />existing structure and the construction of adrive-through pharmacy. The structure will be <br />situated toward the eastern section of the lot and will leave space for further development <br />in the western section closest to Clague Road. CVS has agreed to culvert the existing <br />drainage ditch which runs along the southern portion of the property line and to construct <br />a board-on-board fence on the area where the ditch presently is located in an effort to <br />alleviate an eyesore to the neighborhood while also shielding some of the residents from <br />traffic and light glare. There will also be fencing on the eastern property line, which is <br />where the Villa Moderne Apartment complex is located. The lot will be landscaped <br />according to a landscape plan that still needs to be approved by the Architectural Review <br />Board. As of this evening, it should be noted that two such plans have been submitted and <br />both were rejected, the last of which was rejected today. CVS is urged to contact the <br />Architectural Review Board to resolve the issue of landscaping as soon as possible. The <br />existing structure has been somewhat of a problem for some time now as an eyesore with <br />respect to Goodwill. We have tried in the past to legislate the dropping off of certain items <br />because the area is unsightly. This project will certainly enhance the neighborhood. The <br />representatives of CVS are thanked for their cooperation in making this project <br />neighborhood friendly by including many of the suggestions of the residents who live in <br />that area and who have had to put up with this particular eyesore. The committee had no <br />objections. Mr. Gareau moved to recommend the approval to construct a CVS Pharmacy <br />at 23359 Lorain Road with all the recommendations of the Planning Commission, <br />Engineering, and Architectural Review Board to be incorporated. The motion was <br />seconded by Mr. McKay and unanimously passed. <br />b. A preliminary land use plan submitted by Biskind Realty Company with respect to the <br />construction of a proposed hotel on Country Club Boulevard east of the Homestead <br />Village Hotel. This property is zoned Mixed Use. Mr. Jerry Gould represented Biskind <br />Realty. The committee discussed this proposal and had no objections and neither did the <br />,~.. <br />4 <br />i <br />
