Council Minutes of 3/3/95 <br />Planning Commission. Mr. Gareau moved to approve the preliminary land use plan. The <br />~> <br />~:~ motion was seconded by Mr. McKay and unanimously approved. <br />c. Ordinance 98-11, an ordinance creating a new section of 1367.11 of the Building Code <br />in order to exempt small satellite dish antennae from the permit fee requirements of <br />Chapter 1367 and declaring an emergency. After discussion with Assistant Building <br />Commissioner Rymarczyk, it was determined that there was a potential conflict between <br />this ordinance and the Ohio Basic Building Code. At that point, the committee voted to <br />retain this matter in committee pending further Law Department review. <br />d. Nextel Corporation's proposed construction of a monopole at the Rec Center, which <br />had been discussed last fall. The area residents did not approve of the proposal, and <br />Nextel has now abandoned the project. An alternative site has been selected at the top of <br />the Community Building which is located at the corner of Country Club Boulevard and <br />Lorain Road. There will not be a monopole, but a series of minimally intrusive receivers <br />which will be affixed to the top of the building. This site suggestion was made by several <br />people at the Planning Commission meetings, and Nextel Corporation then went back and <br />reviewed their plan and decided that they would locate their receiving and submitting <br />devices on top of that building. Mr. Gareau thanked Nextel for taking into consideration <br />the wishes and desires of the residents as well as the City of North Olmsted. He has <br />sketches and pictures of the proposal if anyone wishes to see them. <br />e. (Added later in the meeting.) A clarification is needed of certain landscaping <br />requirements imposed by the committee with regard to the proposal by Developer's <br />Diversified to construct Phase 2 in the Great Northern Shopping Center. (This issue was <br />originally reported on at the February 17, 1998 meeting.) Mr. Gareau moved that the <br />landscaping plan include aboard-on-board fence, 8 feet in height, to run continuously <br />from the west condominium parking lot to the middle of building 25520; all plantings less <br />than 6 feet high on the north side of the solid fence and west of building 25520 may be <br />eliminated; all landscaping east of the solid fence is to remain as approved by the ARB; <br />any and all recommendations of the various boards, commissions and Council committees <br />be included. The motion was seconded by Mr. McKay and unanimously approved. <br />Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) A <br />joint meeting of Recreation and Finance Committees was held on February 26. Present <br />were Council members McKay, Gareau, Nashar, O'Grady, Miller, Limpert and Kasler; <br />Mayor Musial; the Finance, Service and Safety Directors; the Facilities Manager for <br />Springvale. The committee discussed Ordinance 98-10, an amendment of Ordinance 95-39 <br />which established the method by which fees are fixed for the use of Springvale Golf <br />Course. The amendment represents an increase in the fees for playing golf for non- <br />residents only. It further includes senior rates for residents to be in effect on Fridays for <br />the golf course. Members of Council, by consensus and vote amended the ordinance to <br />provide a discounted senior rate, although different from the resident senior rate, for non- <br />residents on Fridays as well. At some point in the future, a membership card for <br />Springvale Country Club will be available for residents as a method of distinguishing <br />residents from non-residents. The administration assured Council that the fees remained <br />consistent with other municipally owned courses, and the increased fees will generate an <br />;~ <br />5 <br /> <br />
