<br />Public Hearing Minutes of 2/17/98 <br />Commissioner said it was possible, depending on how similar it would be to a nursing <br />~e <br />.~,; home. However, when asked if he would permit independent living, his answer was that <br />he did not think so because that was too much like senior housing which was not a <br />permitted use in multi-family. The Law Director believes it does not make sense not to <br />allow the senior housing in this situation. Mr. Nashar asked if senior housing would be <br />allowed on Parcel E. Law Director said no because the zoning for that parcel is office <br />district. Mr. McKay said he would withdraw his request and felt that everybody should <br />vote the way they feel. Mr. O'Grady asked what the provisions of Chapter 1138 were. <br />Law Director Gareau said the section was very comprehensive. Permitted uses include <br />apartments and single family cluster and there are specific development criteria listed. <br />All proposals would have to go through the needed boards and commissions and be <br />reviewed by Council committee. Mr. O'Grady expressed concern about ensuring quality <br />construction. Law Director Gareau said he and the Building Commission feel that passage <br />of this legislation was the best way to resolve the commissioner's dilemma. As far as <br />construction is concerned, it must be understood that senior housing will be smaller units, <br />which are more affordable for the elderly. The area requirements are different from <br />apartments and there is less need for parking space. <br />As there were no further questions, Council President Pro Tem Limpert adjourned the <br />public hearing at 7:40 p.m. <br />Barbara L.
