Council Minutes of 2/17/98 <br />5) With regazd to the pole signs, a first time issue came up at the Boazd of Zoning Appeals <br />~~.~ when someone asked for a variance but had not complied with the pole sign ordinance <br />dealing with the removal. We must now address that issue. The pole sign ordinance <br />indicates that the city is to advise those that aze not in compliance and they have a certain <br />period of time to comply. If they do not comply, then the city will commence litigation. <br />We have not taken that step yet, but it is something that needs to be discussed. <br />Mr. Nashar asked if a variance to the pole sign ordinance would be granted for safety <br />issues. Law Director Gareau stated that had already been done with the sign at the Ethan <br />Allen furniture store. There was a safety issue, and a sign was designed specifically by the <br />Boazd of Zoning Appeals to eliminate the safety hazard. He believes that anyone who <br />comes before the BZA seeking relief because of a safety issue will be satisfied. However, <br />his impression from the recent BZA meeting was that people think the pole sign issue is in <br />"limbo" and there is a wait and see attitude. The city must resolve this perception. <br />Finance Director Copfer: 1) In addition to the many daily functions of the Finance <br />Department including yeaz end reporting requirements, the department is currently <br />evaluating the purchasing practices of office supplies and paper products of the city <br />departments to maximize efficiency for employees and time constraints and to minimize <br />costs. This will be ongoing for the next month or two. <br />2) She is diligently working on the 1998 appropriations along with Mayor Musial and <br />other members of the administration. <br />3) The Mayor's Ball was a fun time, and she was very proud of Springvale's <br />transformation for the evening. It was apparent to all that the Springvale staff is <br />committed to its success. They aze very dedicated employees to that facility, and we <br />should be proud. <br />Mr. O'Grady asked when Council would receive the final appropriations and if there was a <br />first draft available. Mayor Musial said he hoped to have the appropriations ready by the <br />end of February. As to supplying a first draft, he would feel more comfortable to have <br />time to check and double check the figures. <br />Mr. McKay, Chairperson of the Environmental Control Committee: 1) The meeting was <br />canceled because the question to be addressed by the committee was answered. The <br />question was whether cats aze allowed to roam at large. The answer is they are not. If <br />they aze running at large, they can be picked up. <br />Mr. McKay Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />Saturday, February 7, at 9 a.m. for a tour of the city to inspect streets and possible <br />drainage projects. In attendance were Service Director Bohlmann, Safety Director <br />Jenkins, Finance Director Copfer, Councilpersons Kasler, Limpert, Miller, Nashaz, Gazeau <br />and McKay. The group also inspected the property being considered for the recreation <br />purposes. This was an informative tour and no decisions were required. <br />2) The Streets & Drainage Committee met in joint session with the Finance Committee on <br />~` Tuesday, February 10.
