<br />Safety Director Jenkins, Finance Director Copfer, Councilpersons Gazeau, Miller,
<br />Limpert, Nashar, Kasler, O'Grady, McKay. The following items were discussed:
<br />a. Resolution 98-3, which authorizes the Director of Public Service to advertise for bids
<br />for the improvements of Brookpark Road, Phase 1, from Lorain Road to Great Northern
<br />Boulevard. The project cost is $1,025,000, with the city share being $100,000. The
<br />committee recommended approval.
<br />b. Resolution 98-4, which deals with bids for the improvements in the storm drainage
<br />system in the Lansing Drive and Forest Ridge area. The committee recommended
<br />approval.
<br />c. Resolution 98-5, which authorizes the Director of Public Service to advertise for bids
<br />for paint striping in various locations in the city. The cost to the city is $100,000. The
<br />committee recommended approval.
<br />d. Resolution 98-6, which authorizes the Service Director to advertise for bids to install a
<br />control panel for the instrumentation system at the Clague Park sanitary retention system
<br />lift station. The cost is estimated to be between $15,000 to $20,000, and the committee
<br />recommended approval.
<br />Mr. Nashaz, Chairperson of the Public Safety, Health & Welfaze Committee: 1) The
<br />committee met on February 10. In attendance were committee members Gareau and
<br />Miller; Safety Director Jenkins; Finance Director Copfer; Councilpersons Kasler, McKay,
<br />Limpert and O'Grady. The committee discussed the liquor transfer from the former Glitz
<br />located at 25700 Lorain Road to 24346 Lorain Road, DBA Dazzie, as listed on the liquor
<br />transfer. A check with the Liquor Control Board revealed the business was listed as non-
<br />profit. Upon checking the new address, no number was shown on Lorain Road as 24346.
<br />When Mr. Nashar contacted the owner of the liquor permit, he said the address should be
<br />24345 Lorain Road, the name should be Dazzle not Dazzie and the business was for
<br />profit. The Police Department has several complaints on file regarding the management of
<br />the former Glitz at 25700 Lorain Road. Also, the address of 24345 Lorain Road is now a
<br />VFW post. There is a proposed new building to be built at that same location. Because of
<br />all these discrepancies, the committee did not recommend the liquor permit transfer. Mr.
<br />Nashar moved that, due to all the discrepancies, Council object to the liquor transfer and
<br />ask for a hearing to be held in Cuyahoga County. The motion was seconded by Mr.
<br />Gareau and unanimously passed.
<br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long-
<br />Range Planning Committee: 1) There has been quite a bit of discussion on the Community
<br />Development Block Grant. The committee members are Councilmen Gareau, Nashaz and
<br />Limpert. Since Councilman Nashaz sits on the boazd of trustees for one of the proposed
<br />projects, he had abstained from voting on the projects. Mr. Gazeau and Mr. Limpert had a
<br />difference of opinion on which projects would be best to put forward. Last Friday, a
<br />compromise project, which had been discussed in public hearings in the past, was
<br />proposed. The other projects, tested in a poll of Council taken today, did not have enough
<br />votes to pass Council. For this reason, Ordinance No. 98-8, which is the proposal for
