Council Minutes of 2/17/98 <br />LETTERS/COMMUNICATIONS <br />I. The Clerk of Council announced that pursuant to Revised Code Section 709.04, she <br />has received from the County Commissioners and has put before the Council for <br />review a map, petition and all other papers required by the County Commissioners to <br />be on file relating to the annexation of a portion of land in Olmsted Township by <br />Christ the King Church to the City of North Olmsted. These papers are to be adopted <br />and spread in full upon the record of this Council for perpetuity. <br />2. A letter was written by Elmhurst Road residents to Service Director Bohlmann. The <br />subject is paving of Elmhurst Road. "Dear Mr. Bohlmann, `We the People', the <br />residents of Elmhurst Road, do not want additional layers of asphalt put on top of our <br />existing road. When our homes were built the foundations were all built higher than <br />the road. Throughout the years layer upon layer of additional asphalt has been added <br />to the road, raising the actual level of the road. So much has been added that all the <br />water runoff goes into our driveways, yards, and foundations, turning our yards into <br />small ponds. Many of the residents have sump pumps, which compounds the problem. <br />The existing road should be stripped down before adding any new asphalt. The <br />removed materials can then be recycled, effectively reducing the cost of the project! <br />We all pay high taxes and feel it is unfair to our neighborhood to help another <br />subdivision at our expense. We understand the need to help solve the problems of our <br />neighboring subdivision. However, these `improvements' should not come at the <br />expense of our neighborhood. Very truly yours, Concerned Residents of Elmhurst <br />Road." (Signed by seventeen residents.) <br />Mrs. Kasler said she had received phone calls relating to the Elmhurst Road project and <br />had two concerns relating to it: (1) Was the original plan for an asphalt overlay? (2) Has <br />the safety issue relating to the drop-off of school children in that construction area been <br />addressed? Apparently, the school transportation office had issued a letter stating that due <br />to a lack of communication from the city with regard to the construction project, the bus <br />routes had to be altered. As to the first question, Mr. McKay stated that the cost for a <br />concrete street with curbs would be astronomical. Service Director Bohlmann said that <br />the original plan did call for an asphalt resurfacing. He does basically agree with the <br />residents that the road does need major repair as do all four of the streets in the area. It is <br />one of the few subdivisions in the city that does not have sidewalks. Anew sanitary line is <br />being installed down Broxbourne and Elmhurst. The intent is to put an asphalt overlay on <br />it. Mr. Nashar asked if Mr. Bohlmann planned to bomag the streets. Mr. Bohlmann said <br />the plan was to do some grinding so there is a good adherence to the surface. As to the <br />safety issue, Mr. Bohlmann said that the school transportation department had issued a <br />second letter rescinding the first letter and stating there was cooperation between the city <br />and the schools. To his knowledge, there were of a couple of days when the children were <br />dropped off because of the reluctance of the bus drivers to go over the steel plates. <br />However, he believes that has been resolved.
