Council Minutes of 2/17/98 <br />AUDIENCE PARTICIPATION <br />?.~, Dennis Lambert, 25057 Carey Lane, questioned the choice of the Springvale rest rooms <br />and ramps as the CDBG proposal. He believes the grant money should be used for "big <br />ticket" items. Mr. Lambert suggested looking at infrastructure projects and locating LMI <br />areas. Mr. O'Grady assured Mr. Lambert that the city, through the efforts of Human <br />Resources Director Copeland, had identified LMI areas within the city. As to the size of <br />the Springvale project, the total cost is $285,000, which is almost the complete available <br />amount of $300,000 that can be received in one year. Larger infrastructure projects were <br />looked at, but did not seem to be as appropriate or efficient use of CDBG money. These <br />larger projects are probably more correctly applied for under Issue 2 grants. Mr. Limpert <br />added that Council did hold exhaustive discussions on other projects, for example, the <br />multi-million dollar Clague Road project. Applying for a Community Development Block <br />Grant was not the most effective way to do it. The funds for the city's share of larger, <br />more costly projects would not be available. Springvale is used by the elderly and the <br />handicapped and the ADA improvements are necessary. It is in a price range that the city <br />can afford. <br />Muriel Eian, 5718 Elmhurst Road, reiterated what had been stated in the letter to Mr. <br />Bohlmann. She would appreciate anything that could be done to alleviate the situation. <br />Mrs. Eian believes the best approach would be to grind the road down before the asphalt <br />overlay is put on. <br />LEGISLATION <br />Ordinance No. 97-121 introduced by Mr. McKay on behalf of himself, Mr. Nashar and <br />Mr. Musial was given its third reading. An ordinance amending the Zoning Code of the <br />City of North Olmsted by amending the following Chapters to have included therein the <br />specific permitted uses established in Chapter 1138 entitled Senior Residence District: <br />Chapter 1135 One and Two Family Residence District, Chapter 1137 entitled Multiple <br />Residence (Apartment) District and Chapter 1139 entitled Business Districts. Mr. McKay <br />moved for adoption; second by Mr. Nashar. Roll call: McKay, no; Nashar, yes; <br />O'Grady, yes; Miller, yes. Comment: "I think this city is a little bit behind the eight ball <br />on senior housing. I think this is appropriate for our city, and the concerns expressed as <br />to clustering of senior citizen facilities, I think that's commonplace in the greater <br />Cleveland area and often beneficial to the competing agencies or competing facilities. <br />That's the way we do things in America that, if it's competitive and successful, then they <br />thrive. So I will vote yes." Roll call continued: Limpert, yes. Comment: "Given the <br />additional information that we received from the Law Director, I feel comfortable in <br />voting yes." (Note: Ordinance No. 97-121 was discussed at a public hearing which took <br />place at 7:15 p.m., Tuesday, February 17, 1998.) Roll call continued: Kasler, yes; <br />Gareau, yes.
