He requested that the commission draw up a list and prioritize <br />according to what is doable. <br />Mr. O'Grady, chairperson of the Finance Committee: 1) The committee met on <br />December 14. Present were committee members O'Grady, Limpert and Kasler; Council <br />members Gareau, McKay and Nashar; Mayor Musial; directors of Finance, Service and <br />Safety. The following items were discussed: <br />Ordinance 99-161 which authorizes the Mayor to enter into contracts for the deposit <br />of public monies with financial institutions as designated by Council. This is a <br />standard action taken by Council every two years. Acting on the advice of the <br />Director of Finance, the committee amended the legislation to reflect afour-year term <br />instead of two. Then, subsequent to this committee meeting and based upon <br />clarification from the Director of Finance that changes to the Ohio Revised Code <br />allow for afive-year period, not four, the members of the committee later agreed to a <br />five-year term for this amended legislation which will extend from January 1, 2000 <br />through December 31, 2004. The committee unanimously recommended approval as <br />amended of Ordinance 99-161. <br />Ordinance 99-164 which makes appropriations for current expenses and other <br />expenditures for the city for the year ending December 31, 2000. These temporary <br />appropriations are determined by taking the total anticipated appropriation amount for <br />the year 2000, then dividing that amount by three and adjusting for seasonal issues <br />such as the purchase of salt. This appropriation will cover city expenses until the final <br />appropriations for the year 2000 are approved by Council. The committee <br />unanimously recommended approval of Ordinance 99-164. <br />Ordinance 99-166 which authorizes the Mayor to enter into an agreement for the sale <br />of surplus real property owned by the city. Specifically, this property consists of two <br />parcels located near the intersection of Windsor Drive and McKenzie Road. The <br />Director of Public Service has asked that this ordinance be allowed to proceed to <br />second reading without recommendation from the committee since the city is still <br />awaiting appraisals on the value of the property.. The committee accepted the <br />recommendation of the Service Director and this resolution will be returned to <br />committee when the appraisals are completed. It is his intent to have this ordinance <br />discussed at the next Finance meeting. The ordinance will not be allowed to proceed <br />to a third reading before Council until review by the Finance Committee. <br />Mr. Limpert, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met this evening at 7 p.m. to review <br />appointments by the Mayor to various boards and commissions within the city: <br />• Deborah K. Adams for an appointment to the Parks and Recreation Committee to <br />serve out the remainder of the unexpired term of Robert Kasler which will last <br />through December 31, 2000.
