Council Minutes of 12/21/1999 <br />and Recreation Committee. The motion was seconded by Mr. Nashar and <br />unanimously approved. <br />Raymond Klesta for an appointment to the Board of Building Code Appeals to serve <br />the unexpired term of Richard Burk which will last through December 31, 2003. The <br />committee recommended approval with two votes for and one abstention due to a <br />business association with the gentleman although the individual had no reservations <br />regarding Mr. Klesta. Mr. Limpert moved to approve the appointment of Raymond <br />Klesta to the Board of Building Code Appeals. The motion was seconded by Mr. <br />Nashar. Roll call: Limpert, yes; Nashar, yes; McKay, yes; O'Grady, yes; Kasler, <br />yes; Gareau, abstain, with explanation that he has a business relationship with Klesta <br />Homes, with which Mr. Klesta is associated. In the past when matters have come <br />before him that involve individuals with which he has a business relationship, he has <br />abstained. Roll call continued: Miller, yes. The motion passed with six affirmative <br />votes and one abstention. <br />Patrick M. Farrell for an appointment to the Civil Service Commission for the term <br />beginning January 1, 2000 through December 31, 2005. The committee <br />recommended unanimous approval. Mr. Limpert moved to approve the appointment <br />of Patrick M. Farrell to the Civil Service Commission. The motion was seconded by <br />Mr. Gareau and unanimously approved. <br />Craig Allan for an appointment to the Planning Commission for a term beginning <br />January 1, 2000 through December 31, 2005. Mr. Allan currently serves on the <br />Architectural Review Board, and his term will end at the end of this month. The <br />committee recommended unanimous approval. Mr. Limpert moved to approve the <br />appointment of Craig Allan to the Planning Commission. The motion was seconded <br />by Mr. Gareau and unanimously approved. <br />Phillip Engoglia was not interviewed but will be reappointed to the Board of Building <br />Code of Appeals for a term beginning January 1, 2000 and ending December 31, <br />2004. His current term will end at the end of this month. The committee <br />recommended unanimous approval. Mr. Limpert moved to approve the <br />reappointment of Phillip Engoglia to the Board of Building Code Appeals. The <br />motion was seconded by Mr. Gareau and unanimously approved. <br />Mr. Nashar, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met this evening. Present were Council members Miller, Gareau, Nashar, <br />McKay, O'Grady and Saringer; Safety Director Jenkins. The following items were on <br />the agenda: <br />• Ordinance 99-162, introduced by Mr. Limpert, which amends the Traffic Control File <br />to provide for the installation of a "No Turn on Red" at the intersection of Porter and <br />Mill Road. For vehicles traveling on Mill Road heading in a westerly direction, there <br />will be a sign posted that there will beano right turn on red between the hours of <br />3 p.m. to 6 p.m. on school days. This will also help for residents that are on North <br />Park exiting onto Porter Road heading north. It will give them a break during the <br />interim of this high traffic area, and also for the safety of the children crossing at that <br />particular intersection. The committee felt that, if some time in the future the Police <br />Department determines this to be a problem, it could be amended.
