Council Minutes of 12/21/1999 and Recreation Committee. The motion was seconded by Mr. Nashar and unanimously approved. Raymond Klesta for an appointment to the Board of Building Code Appeals to serve the unexpired term of Richard Burk which will last through December 31, 2003. The committee recommended approval with two votes for and one abstention due to a business association with the gentleman although the individual had no reservations regarding Mr. Klesta. Mr. Limpert moved to approve the appointment of Raymond Klesta to the Board of Building Code Appeals. The motion was seconded by Mr. Nashar. Roll call: Limpert, yes; Nashar, yes; McKay, yes; O'Grady, yes; Kasler, yes; Gareau, abstain, with explanation that he has a business relationship with Klesta Homes, with which Mr. Klesta is associated. In the past when matters have come before him that involve individuals with which he has a business relationship, he has abstained. Roll call continued: Miller, yes. The motion passed with six affirmative votes and one abstention. Patrick M. Farrell for an appointment to the Civil Service Commission for the term beginning January 1, 2000 through December 31, 2005. The committee recommended unanimous approval. Mr. Limpert moved to approve the appointment of Patrick M. Farrell to the Civil Service Commission. The motion was seconded by Mr. Gareau and unanimously approved. Craig Allan for an appointment to the Planning Commission for a term beginning January 1, 2000 through December 31, 2005. Mr. Allan currently serves on the Architectural Review Board, and his term will end at the end of this month. The committee recommended unanimous approval. Mr. Limpert moved to approve the appointment of Craig Allan to the Planning Commission. The motion was seconded by Mr. Gareau and unanimously approved. Phillip Engoglia was not interviewed but will be reappointed to the Board of Building Code of Appeals for a term beginning January 1, 2000 and ending December 31, 2004. His current term will end at the end of this month. The committee recommended unanimous approval. Mr. Limpert moved to approve the reappointment of Phillip Engoglia to the Board of Building Code Appeals. The motion was seconded by Mr. Gareau and unanimously approved. Mr. Nashar, chairperson of the Public Safety, Health & Welfare Committee: 1) The committee met this evening. Present were Council members Miller, Gareau, Nashar, McKay, O'Grady and Saringer; Safety Director Jenkins. The following items were on the agenda: • Ordinance 99-162, introduced by Mr. Limpert, which amends the Traffic Control File to provide for the installation of a "No Turn on Red" at the intersection of Porter and Mill Road. For vehicles traveling on Mill Road heading in a westerly direction, there will be a sign posted that there will beano right turn on red between the hours of 3 p.m. to 6 p.m. on school days. This will also help for residents that are on North Park exiting onto Porter Road heading north. It will give them a break during the interim of this high traffic area, and also for the safety of the children crossing at that particular intersection.
