Council Minutes of 12/21/1999 <br />• Ordinance 99-165, introduced by Mr. Gareau, which amends Chapter 351 entitled <br />"Parking Generally" of the Codified Ordinances to update the requirements of the <br />handicapped parking. Presently we have signs posted for handicapped parking which <br />require a minimum of 5 foot in height from the handicapped parking area. The <br />current blue symbol and identifying Codified Ordinance number will no longer be <br />required. The international symbol will be posted at the designated handicap area <br />with no ordinance sign at that particular location. Also, this will be posted at the <br />entrances to the mall areas. The committee recommended approval. <br />Mr. McKay, chairperson of the Streets & Drainage and Environmental Control <br />Committees: 1) The Streets & Drainage Committee met on December 14. Present were <br />Councilmen Nashar, Gareau, Kasler, Limpert, O'Grady, Miller and McKay; Mayor <br />Musial, Safety Director Jenkins, Service Director Bohlmann, Finance Director Copfer, <br />City Engineer Deichmann, NOMBL Manager Terbrack. The committee discussed <br />Ordinance 99-160 which describes the improvement of Stearns Road from the south <br />corporation line of North Olmsted to the north side of I-480. The City of North Olmsted <br />has requested that the county cooperate in the grading, draining, paving and widening of <br />Stearns Road located in the City of North Olmsted as the county will be improving <br />Stearns Road in Olmsted Township from our city line south to two tenths of a mile south <br />of Cook Road. The funds will be provided from the county motor vehicle license tax and <br />Issue 2 funds. The city is to provide 50% of the non-Issue 2 share of the construction and <br />40% of the cost of the plan preparation and specifications, which should be about <br />$120,000. We will also be looking at traffic signalization. The committee recommended <br />approval. <br />2) The Environmental Control Committee met following the Streets & Drainage <br />Committee meeting with the same persons in attendance. The committee discussed <br />Ordinance 99-167 which deals with extending the contract for solid waste collection and <br />disposal and processing of recyclable materials. Browning Ferris Industries currently is <br />providing this service, and this ordinance would allow atwo-year extension with no <br />increase in the fees to the city and no charge for additional homes, which condominiums <br />are not included. The present rate is $11.86 per unit per month, and we are now charged <br />with 10,135 units. Also, we pay $1.50 per unit charge for condo recycling materials only. <br />The committee recommended approval. <br />LETTERS & COMMUNICATIONS <br />President Saxinger indicated there were no letters or communications to be read. Mr. <br />Limpert said he believed there were some letters, although there had been debate, and <br />asked if the letters had been withdrawn. President Saringer said it was her decision not to <br />have the Clerk read the letters as it is her responsibility to prevent personality conflicts at <br />this forum. She believes the Council meetings are basically for the residents to air their <br />concerns with the city policies and personal issues should be handled outside of the <br />Council Chambers. Council members have received copies of the letters. Mr. Limpert <br />asked, if this was not the forum to discuss the letters, when and how would they be <br />addressed. President Saringer said it probably should have been addressed during caucus. <br />Mr. Limpert moved to challenge the decision of the Chair.
