Council Minutes of 12/7/1999 <br />Mr. Nashar, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />Safety Committee met on November 22. Present were committee members Miller and <br />,/ Nashar; Council members McKay, O'Grady, Limpert; Service Director. Bohlmann. Two <br />agenda items were discussed: <br />• Ordinance 99-155, which amends the Traffic Control File of the City of North <br />Olmsted by declaring Stearns Road a truck route from Interstate 480 to the southerly <br />North Olmsted corporate line. This would open up commercial traffic for trucks <br />exiting off of I-480 onto Stearns Road. Right now, this is prohibited and we do have <br />a problem with commercial trucks exiting at Stearns Road. The committee <br />recommended that this legislation be tabled. <br />• Ordinance 99-156, which repeals Chapter 731 entitled "Motion Pictures and Films" <br />of the Codified Ordinances in order to avoid redundant and outdated laws. The <br />requirement that motion picture projectionists be licensed is something that has been <br />on the books for a long period of time. With today's equipment, this is no longer <br />required. A few years ago, this was considered to be a safety hazard and special <br />training was required for the projectionists. The committee recommended approval <br />of Ordinance 99-156. <br />Mr. McKay, chairperson of the Environmental Control Committee: 1) The Federal <br />Aviation Administration held a public hearing on Tuesday, November 30, at Olmsted <br />Falls High School. The purpose of the hearing was to gather input from the public with <br />regard to the Hopkins Airport expansion. The FAA will examine the affect of noise, <br />wetland loss and how the view of the airport will change. At that meeting, he and Mrs. <br />McKay gave oral testimony to the commission as to the affect of noise, unburned fuel <br />contamination and the affect on wild life as well as the affect on the health of the citizens <br />of North Olmsted. Anyone wishing to make or express their opinion may make them in <br />written form by December 29 to: Ernest P. Ruby, Federal Aviation Administration, <br />Detroit Airport District Office, Willow Run Airport, East 8820 Beck Road, in Bellville, <br />Michigan, 48111. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, said that a group called SAFE (Safe Air for the <br />Environment) has been representing Fairview Park, Rocky River, Westlake and perhaps <br />Lakewood and Bay Village. The law director of Rocky River, Dave Malty, is the <br />attorney for SAFE. Over the years, they have done extensive work regarding the airport, <br />especially the north/south runway that affects those communities. He believes North <br />Olmsted is mostly affected by fan-out than by the runways. He believes that the concept <br />of suing the airport is going to be a monumental concept because it will involve the FAA. <br />The FAA usually gets want it wants. There have been some diametrically opposed ideas <br />from the various communities, basically Strongsville, Olmsted Falls and Berea, as <br />opposed to Fairview Park. Therefore, a lot of things that should have been done have not <br />been done to represent those communities. Mr. McKay is well versed on what has <br />happened over the years. However, it is going to be a big task and he suggests the city <br />~'°` contact Mr. Malty from SAFE. Regarding the skateboard park, he believes there is <br />9 <br />_. <br />i <br />
