If there is something specifically that Mr. <br />Lambert would like to ask, he should feel free to do so. <br />Jim Burns, 3968 Dover Center Road, said the ordinance read, "...authorizing the Mayor <br />to negotiate and enter into an agreement." Does that mean the agreement can be changed <br />before the Mayor signs it? Law Director Gareau said no, a substantial change could not <br />be made. As far as he is concerned, no change could be made other than a typo or some <br />pro forma change. That is the agreement. Mr. O'Grady asked the Law Director whether <br />it was possible, not probable, but possible that the Mayor could negotiate and sign an <br />agreement with the City of North Ridgeville to do this street without any further action <br />from the North Olmsted City Council? Law Director Gareau said no. <br />Mr. Gareau made a motion to adopt Ordinance 99-146; the motion was seconded by Mrs. <br />Kasler. Roll call: Gareau, yes; Kasler, yes; Limpert, yes; McKay, yes; Miller, yes; <br />Nashar, yes; O'Grady, no with comment. He concurs with the comments that have been <br />made that more time is needed. He sees a major affect on a North Olmsted business <br />resident. He sees a triangle of land in the City of North Olmsted that at today's caucus <br />meeting was discussed as possibly being annexed to North Ridgeville in the future. He <br />does see the urgency for North Ridgeville and Q-Panel, but he does not see the urgency <br />for North Olmsted. The motion passed with six affirmative votes and one negative vote. <br />Ordinance No. 99-146 adopted. <br />Ordinance No. 99-147 was introduced and placed on first reading by Mayor Musial. An <br />ordinance amending Chapter 1901, entitled "Fair Housing Code" of the Codified <br />Ordinances, in order to obtain substantial equivalence with federal law. Mr. O'Grady <br />moved to suspend the rules requiring three readings and committee review; second by <br />Mr. Gareau; motion passed unanimously. Mr. O'Grady moved for adoption; second by <br />Mr. Gareau; motion passed unanimously. Ordinance No. 99-147 adopted. <br />MISCELLANEOUS BUSINESS <br />President Saringer made the following committee assignments: Ordinances 99-I43 and <br />145 to Finance Committee. <br />Mr. Limpert, gave an addition to his earlier committee report: 1) A public hearing was <br />held at 7:15 this evening to discuss Community Block Grants. We will also be having a <br />third and final public hearing before the next Council meeting, at 7:15 p.m. <br />Representatives from the Citizen Advisory Committee will again be present. They <br />encourage any and all to attend. It is getting close to where its down to the wire for this <br />year's block grant. But it should be a program going on next year, and this is how we <br />will get ideas for future years. <br />Mr. McKay moved that Council go into executive session for the purpose of discussing <br />Parcel E. The motion was seconded by Mr. O'Grady.
