Council Minutes of 10/19/1999 <br />Mr. O'Grady, member of the Fair Housing Review Board, reported that the board met on <br />'~" Monday, October 18, at 7 p.m. The chairperson of the board, Jackie Chavez Anderson, <br />has done an outstanding job. (Mrs. Anderson was asked to stand and be recognized.) <br />This evening, Council will consider Ordinance 99-147 for approval under suspension of <br />the rules. When passed, the city will forward our own fair housing code to the Housing <br />and Urban Development Office for consideration. If it is rated by HUD as substantially <br />equivalent to federal law, it will return to us and at that point the City of North Olmsted <br />will have an active fair housing code on the books in our city. <br />Mr. Limpert, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met at 7:30 p.m. on October 13, and in <br />attendance were committee members Gareau, Nashar and Limpert; Council President <br />Saringer; Council members McKay, O'Grady and Kasler. The committee discussed <br />Ordinances 99-135 and 99-136 regarding the city's application for Community <br />Development Block Grants. The ordinances were amended to remove the Master Plan <br />and Vision 2000 as a project. The committee learned that the Planning Commission feels <br />that they can amend the Master Plan themselves, thereby greatly relieving some of the <br />costs of that project. The first project listed in Ordinance 99-135 will now be the <br />acquisition and demolition of commercial property. After that would take place, the city <br />would then turn around and sell the property and put the money into handicapped curb <br />cuts. The grant would be for $150,000. The second priority project would be to just do <br />handicapped curb cuts for $150,000. Ordinance 99-136 is an accompanying ordinance <br />for participation by minority business enterprises and women business enterprises. The <br />committee recommended unanimous approval of the amended legislation. <br />2) The committee met on the same evening at 8 p.m. to discuss Ordinance 99-54, which <br />is the project labor agreement ordinance. There were a number of guests in attendance to <br />discuss this issue. The parties were given until tomorrow to present any further <br />information for the committee's consideration. The committee will meet again to <br />consider the information provided. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on October 12. Present were committee members McKay, Miller and <br />Gareau; Councilperson Limpert; Building Commissioner Conway and Assistant City <br />Engineer McDermott. There was only one item on the agenda although there were two <br />facets to that individual item: <br />• Horizon childcare facility, 23675 Lorain Road, with a request for a conditional use <br />permit to allow the operation of a daycare center in a General Business District. A <br />conditional use permit was approved by City Council in November of 1997. <br />However, due to the fact that the project was not commenced, the conditional use <br />permit expired per ordinance within a year, which was November 25, of 1998. In that <br />the conditional use permit had expired and the fact that Council had previously <br />recommended approval, in addition to the approval of the Planning Commission in <br />both 1997 and 1999, the BZD Committee unanimously recommended approval of the <br />conditional use permit. Mr. Gareau moved that Council approve the request for a <br />conditional use permit to allow the operation of a daycare center in a General <br />3 <br />
