Mr. Gary Simecek, vice-president of Q-Panel, Mr. Tom Schrader, attorney <br />for Q-Panel and Mayor Hill from North Ridgeville were also in attendance to answer <br />questions. <br />Gary Simecek, vice-president of Q-Panel Company located in Westlake, said the <br />company was the landowner of a 20 acre parcel, 19 acres of which were in North <br />Ridgeville and 1 acre on Lorain Road in North Olmsted. The Cypress Avenue project <br />will include a roadway that extends all the way through their property although their <br />parcel is not part of this development plan. The company is in favor of this road <br />extending all the way through to Lorain Road. It makes sense that there be a road from <br />Lorain Road as well as Lear Nagle. The original development plan, however, had this <br />road bisecting the center of their frontage. That was a big issue as it is very valuable land. <br />They have asked for one stipulation to have the roadway be brought to the eastern border, <br />which will put the road into North Olmsted. Also, they have been advised that having the <br />road to the eastern edge would be better for traffic reasons with regard to the on-ramp of <br />I-480. With that stipulation, they are willing to cooperate in the development of this <br />road. Although the road will pass through their land as a part of the agreement between <br />Cypress, North Ridgeville and Q-Panel, they are not involved in building it. <br />Mrs. Kasler asked that, as the road is drawn now, if the portion that is in North Olmsted <br />is the border of Q-Panel property. Mr. Simecek indicated on the map that the road would <br />go right along the edge of the property and also the Aetna Door Company. They are <br />aware that the road would be close to the Aetna Door Company and they are willing to <br />allow for some sort of modification on the road. <br />Mr. McKay asked which portion of the road would be built first as he is concerned that, <br />should something happen and the road not be completed, North Olmsted would be left <br />with a stub of a road that goes nowhere. Mr. Zagrans answered that it would start at the <br />Lear Nagle end and proceed to Lorain Road. <br />Mr. Limpert asked how this project would affect North Olmsted residents who work at <br />Q-Panel. Mr. Simecek said that Q-Panel was located in Westlake. This property was <br />originally purchased to build their factory. Since then, the Cypress development has <br />come in and this is no longer zoned industrial. The factory will be built somewhere else. <br />Mr. Gareau said he was trying to get a picture of the type of traffic flow that will be <br />generated from Cypress once it is fully developed. He asked several questions: Is it <br />zoned general business or light industrial; is there any mixed use in the parcel; what is the <br />proposed zoning if it is not already rezoned for both the north and south sides of Cypress <br />all the way up to the North Olmsted property line? Mr. Zagrans said the entire parcel is <br />zoned B 3, which is essentially a retail zoning classification in North Ridgeville. Mr. <br />Gareau asked if Auto Nation would be located on the parcel. Mr. Zagrans said that Auto <br />Nation had originally negotiated with the developers to be an anchor tenant of the entire <br />project. However, Auto Nation has now pulled out because the company has made the <br />decision that it does not wish to open up any more used car dealerships anywhere in the <br />country. The developer is now looking for a replacement anchor tenant of the size and <br />6 <br />
