Mayor Hill said the general guidelines of <br />the plan and the development were approved by Planning Commission. When they get <br />the specifics, they must come back and have it approved. Mr. Gareau asked if it was <br />premature for a traffic study to have been done. Mayor Hill stated that Cypress did <br />conduct a traffic study which recommended where this road is for safety reasons because <br />of the closeness to I-480. Mr. Gareau noted that the road will proceed directly west of <br />the existing Aetna Door which is in North Olmsted. However, we do not know the side <br />yards and how close that road will come to the structure. Mr. Zagrans said he did not <br />know exactly how close it was. If the map was drawn to scale, it would be at least 50 feet <br />from the side of the structure to the edge of the utilities. There is a 12 foot utility <br />easement. There is about 100 to 150 feet from the western portion of the property to the <br />county/city border. The intersection to the on-ramp for Route 10/I-480 is another 400 to <br />500 feet. Mr. Gareau asked, if an overall plan is submitted, is it the intention of the <br />developer to install a sign where Cypress intersects with Lorain Road? Mr. Zagrans said <br />he had not heard that being discussed. Obviously, if the developer were interested in <br />signage at that particular point, it would have to comply with North Olmsted's <br />regulations. Mr. Gareau noted that the issue of engineering standards had been discussed <br />during caucus. He wanted to reiterate the engineering standards to be applied to the <br />construction of Cypress would be the City of North Olmsted's. Mr. Zagrans agreed. <br />With regard to the construction of the road, Mr. Zagrans said the way that North <br />Olmsted's engineering standards will require the road to be built is going to drive the rest <br />of the road. The developer is not going to have one kind of curb side or sidewalk on the <br />North Olmsted portion and another on the North Ridgeville portion. North Olmsted's <br />engineering standards, as a practical matter, are going to be the engineering standards that <br />will apply to the entire stretch of the road. Mr. Gareau asked if the sidewalks would be <br />installed all at once or as the individual lots are developed. Mr. Zagrans said he was not <br />sure, but he would guess that the entire area would be done simultaneously. With regard <br />to the triangular piece of property that would be left, Mr. Gareau asked if that would be <br />developed. Mr. Zagrans said the triangle is the only part of that parcel that is in North <br />Olmsted. The Q-Panel property extends along Lorain Road and then back over to the <br />west. It is his understanding that Q-Panel intends to develop that parcel, which is <br />precisely the reason they do not want the road to go the south entirely in North Olmsted <br />because it is their belief that would make the southern parcel undevelopable. Mr. Gareau <br />said it would seem to him that it may not be practical to develop it with frontage on <br />Lorain as opposed to frontage on Cypress. He asked Mr. Simecek if Q-Panel planned to <br />develop with frontage on Cypress as opposed to Lorain Road. Mr. Simecek said street <br />access would be on Cypress and not Lorain. However, this parcel is not part of the <br />Cypress project and they do not have immediate plans for development. <br />Law Director Gareau noted that a question was raised with regard to signage on the <br />remnant triangular piece of property. Signage is not a primary use-it is a secondary use. <br />You cannot have a secondary use without having a primary use. Consequently, a sign <br />would not be a permitted use on that piece of property. Also, so everyone understands, <br />the agreement is a kind of agreement of intent to do certain things. If this project goes <br />forward, this whole issue comes back before the Engineering Department and comes <br />7 <br /> <br />
