Council Minutes of 9/21/99 <br />city says Manor Care is in compliance. Councilman Gareau noted that a minor change <br />'~"'' format is not approved by Council as a whole but by himself as chairperson of BZD and <br />'"' the chairpersons of the Planning Commission and Architectural Review Board. He does <br />know that the last time the Building Department inspectors went out the lights at Manor <br />Care were in conformity. He and Mr. Calwell agreed that the inspectors should go out <br />and check the lighting again. Mrs. Saringer expressed concern as to why the trees had <br />not been planted. Mr. Gareau said he has mentioned it to the Building Department <br />numerous times. This is why he sponsored the legislation requiring developers to follow <br />their submitted plans and also why he believes the city needs a Planning Director. Safety <br />Director Jenkins said he would ask the Building Department to go back out to Manor <br />Care to look at the lights. Mrs. Saringer asked that the tree/landscaping situation also be <br />looked into. With regard to complaints about speeders, Mr. Jenkins suggested that the <br />Police Department be notified. They do respond to repeated reports of speeding. <br />Susan Swanson, 24739 Tara Lynn Drive, spoke about the need for outdoor tennis courts <br />in the city. She noted that the nets at the park have not been up this year, and the high <br />school courts were locked. Mr. Gareau said he had spoken with Mrs. Swanson's son <br />about this issue. It all comes down to some significant issues with respect to <br />infrastructure and problems at the Rec Center and funding all over the different projects <br />that are needed. The same problems exists with the lack of basketball courts. He <br />understands that there is a buckle in the courts at the park and they are not being used <br />because of safety concerns. Mrs. Kasler said she would put this issue on the agenda for <br />the Recreation Commission's discussion of long-range plans. Mrs. Swanson is welcome <br />to attend the commission meeting to present her views. Safety Director Jenkins said the <br />high school courts had been locked during the summer because the new athletic director <br />had concerns about liability. When he and the Recreation Department discussed the <br />problem with the school superintendent, he decided to open the courts. As to the courts <br />at North Olmsted Park, the supervisor of maintenance told him early in the spring that the <br />courts had an uneven surface. He felt it would be wise to not open them this year <br />because of the potential for injury and liability. We definitely do need to expand our <br />recreation facilities in the city. <br />Fred Carson, 24969 Sunset Oval, said he is a lifelong resident of North Olmsted and there <br />has always been a shortage of tennis courts in the city. <br />LEGISLATION <br />Ordinance No. 99-66 introduced by Mr. McKay was given its third reading. An <br />ordinance creating new Section 915.19 of Chapter 915 of the Codified Ordinances of the <br />city of North Olmsted, entitled "User Charge System," in order to provide for a method <br />of collecting delinquent sewer charges, and declaring an emergency. Mr. McKay moved <br />for adoption; second by Mr. Nashar; motion passed unanimously. Ordinance No. 99-66 <br />adopted. <br /> <br />11 <br /> <br />
