Council Minutes of 9/21/99 <br />Ordinance No. 99-85 introduced by Mayor Musial was given its third reading. An <br />'~" ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />'~ with Alan Fishman to provide engineering services for the design of North Olmsted <br />skatepark at the Recreation Center and declaring an emergency. Mrs. Kasler moved for <br />adoption; second by Mr. O'Grady; motion passed unanimously. Ordinance No. 99-85 <br />adopted. <br />Ordinance No. 99-105 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing the compensation and benefits to be paid to all part-time hourly <br />employees employed by the North Olmsted Municipal Bus Line, and declaring an <br />emergency. Mr. O'Grady moved for adoption; second by Mr. Nashar; motion passed <br />unanimously. Ordinance No. 99-105 adopted. <br />Ordinance No. 99-107 introduced by Mrs. Kasler on behalf of herself, the entire Council <br />and the Mayor. An ordinance creating a Safe Traffic Oriented Policing ("STOP") Unit in <br />the City of North Olmsted Police Department and establishing a special revenue fund for <br />the payment of compensation to members of the "STOP" Unit, and declaring an <br />emergency as amended. Mrs. Kasler moved to amend Ordinance 99-107 to remove the <br />present Section 3 and insert a new Section 3 to read: "That this STOP Unit will be in <br />effect for 12 months from the date it is initiated by the Chief of Police, which initiation <br />date shall be determined after consultation and approval of the Safety Director. If at the <br />end of said time the unit has succeeded in being self-sustaining, it shall remain in effect <br />until such time as it ceases to remain economically efficient or the Safety Director, after <br />consultation with the Police Chief, determines this unit no longer serves the best interest <br />of the city." The motion to amend was seconded by Mr. Gareau and unanimously passed. <br />Mrs. Kasler moved for suspension of the rule requiring three readings; second by Mr. <br />Gareau; motion passed unanimously. Mrs. Kasler moved for adoption; second by Mr. <br />Gareau. Roll call: Kasler, yes, with the comment that she wished to thank everyone, <br />Council and the administration, for their assistance in amending this ordinance. Roll call <br />continued: Gareau, yes; O'Grady, yes; Nashar, yes; Miller, yes; McKay, yes; Limpert, <br />no, with comment. The STOP program may be a good program, but to him there are still <br />too many questions that need to be resolved. In his opinion, its time has not come. We <br />all get calls as far as residents asking for more police patrols. But at what cost? The City <br />of Parma has about $88,000 so far this year in fines to their residents. That average fine <br />is probably about $25 a fine plus court costs. The court costs don't add into the $88,000. <br />That works out basically to approximately one ticket out of every 10 men, women and <br />children in the city. Currently, tickets are up in 1999 over 1998 substantially. During our <br />budget talks earlier this year, there was no request from the Police Department for a <br />greater overtime budget. Some of the questions that come to his mind that he tried to <br />bring up in committee are who exactly will receive this overtime, where does the union <br />stand or weigh in as far as who receives the overtime and how much overtime is too <br />much overtime for a particular individual. It has been mentioned that this will be very <br />good, and some of it will be very exciting as far as enhanced community policing efforts. <br />But no programs were specifically discussed on what we would do with it. It was <br />announced tonight that the Police Department is receiving two grants. He would have <br />12 <br /> <br />
