Council Minutes of 9/21/99 <br />Finance Director Copfer: 1) On September 14, the $4,915,000 of note issuances sold at a <br />'`''~ 4.2% interest rate for one year. This includes $300,000 of new monies deemed to be self- <br />~r <br />supporting through Springvale and $4,615,000 of renewal notes. <br />Z) Our 1999 annual information filing is in its final draft and will be filed Friday, <br />September 24, with all the NRMSIR servers required under our bond covenants. We are <br />required under our bond covenants to file with these record retention people so that <br />anyone who wants information can go find it. <br />3) This evening she hand delivered to all of Council a notice for the fiscal year 1998 <br />post-audit conference at 6 p.m. Thursday, September 23. This is not considered a public <br />meeting, and all reports are confidential until they are publicly released in the future. <br />Council will have notice of the release dates so that then they can be discussed. <br />President Saringer reported that she was in receipt of a letter from Dennis McCafferty, <br />who is the Olmsted Township Chief of Police. This is a letter of appreciation and thanks <br />to the officers who assisted Olmsted Township in a critical incident regarding a stabbing <br />that took place on an Amtrak train on August 26, 1999. Chief McCafferty said it was <br />reassuring to know their sister cities place such a high caliber of professional courtesy in <br />a time of desperate need. He respectfully requested that a copy of the letter be placed in <br />the personnel files of the officers. <br />Mrs. Kasler, chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The committee met on September 14. Present were all members of Council, the Mayor <br />and directors of Service and Finance. The following items were discussed: <br />• Ordinance 99-85, which is an ordinance that authorizes the Mayor to enter into an <br />agreement for engineering services for the design of the skateboard park. <br />Councilman Miller had submitted several questions to the administration regarding <br />the park, its location and liability and related safety issues. Having received <br />responses to his questions, he withdrew his concerns as to the park's location and <br />reiterated his continuing support of the facility in the appropriate location. Mrs. <br />Kasler expressed a concern with regard to the safety of the activity in rendering her <br />vote and also with regard to the liability issues. Deferring to the judgment of people <br />who have researched the park, the ordinance was approved and recommended <br />unanimously. <br />• Ordinance 99-124, which was not discussed at the Mayor's request. He asked for <br />time to provide more information to Council. At that meeting, it was decided that the <br />ordinance, which is the ordinance authorizing the Mayor to contract for the design of <br />Springvale ADA, would go ahead on second reading but would not move to third <br />reading until such time as a committee meeting was held to address it. <br />2) With regard to the Recreation Commission, a report on the most recent meeting will <br />be given at the next Council meeting. <br />3) On behalf of herself and City Council, Mrs. Kasler extended condolences to the <br />family of Pat Scott, who was along-time city employee, Recreation Department <br />employee, secretary to the Recreation Commission and a friend to many people in the <br />city. <br />3 <br />
