Council Minutes of 9/21/99 <br />2) The Community Development Block Grant Citizens Advisory Board met on <br />September 16. The committee met to narrow down the projects that will be submitted to <br />Council to apply for the CDBG grant. The first project would be funding of $25,000 for <br />Master Plan/Vision 2000. Second, a $125,000 grant to help the city purchase a vacant <br />building on property that is starting to become a slum and blight area. What the city <br />would do with the funding is purchase the property and with our matching funds we <br />would be providing labor in kind for the demolition of that building and the clean-up of <br />the site. The property would then be sold and the money would be used for curb cuts. A <br />third project would be $125,000 funding of ADA curb cuts throughout the city. The <br />committee hopes to receive funding for two of the projects. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on September 15. Present were committee members McKay, Miller and <br />Gareau; Council members O'Grady, Nashar Limpert and Kasler; Mayor Musial; Building <br />Commissioner Conway; City Engineer Deichmann. Agenda items were as follows: <br />• Ordinance 99-127, which reads, "An ordinance providing for the amendment of the <br />Zone Map of the City of North Olmsted by changing the hereinafter described parcels <br />of real property located on Kennedy Ridge Road from Mixed Use District to Single <br />Family Cluster District." The committee discussed the fact that this particular parcel <br />of property is surrounded on two and a half sides, almost three sides, by single and <br />multi-family residential uses. This is essentially on the corner of Columbia and <br />Kennedy Ridge. The committee unanimously agreed that the Mixed Use District as it <br />is presently zoned is incompatible with the adjacent residential use. As zoned with <br />the Mixed Use District, there could actually be commercial or office use in that area. <br />With the proximity of residential properties, the committee felt it was more <br />appropriate to proceed with a less dense and less obtrusive use. The committee also <br />discussed the recommendations of the city's comprehensive plan from 1992 which <br />recommended a change in zoning for that particular parcel to either multi-family or <br />senior housing. Discussing the impact that a higher dense use multi-family would <br />have on the area, the committee unanimously recommended that it should be rezoned <br />to a single family cluster district, which would be the most appropriate use for the <br />land. The committee unanimously recommended approval of Ordinance 99-127. <br />• Ordinance 99-110 was reviewed jointly with the Finance Committee. The ordinance <br />reads, "An ordinance creating new Section 1119.06 of the North Olmsted Zoning <br />Code requiring that developers report certain income tax information to the city prior <br />to obtaining occupancy permits following commercial construction or new residential <br />construction in the city as amended." This ordinance will address the ability of the <br />city to better track payment of local employment taxes by developers and their <br />subcontractors when performing commercial and residential developments in the city. <br />The proposal as written would require the project developer to submit the name of <br />each employee working on the job, the Social Security number of that employee, the <br />address of that employee, the name of the employer involved if it is a subcontractor, <br />the dates that the individual has worked and the wages earned on the job as a <br />condition to receiving any occupancy permit for the completion of the project.
