Council Minutes of 9/21/99 <br />• Resolution 99-122, which is the tax budget. This adopts the budget for the City of <br />North Olmsted for the year beginning January 1, 2000. This resolution shows the <br />need to assess real estate taxes, places property taxes currently at 5%, but the actual <br />rate will most probably fall short of that. After discussion, the committee again <br />unanimously recommended approval of Resolution 99-122, and that resolution was <br />subsequently passed at a special meeting of Council. <br />2) The Finance Committee met again earlier this evening. This was a joint meeting of <br />both the Finance and Recreation Committees. Present from the Finance Committee were <br />Council members O'Grady, Kasler and Limpert. From the Recreation Committee, <br />Kasler, Miller and Limpert. Also present were Council member McKay; Mayor Musial; <br />the directors of Finance, Safety and Service; Marty Young, manager of Springvale. <br />Agenda items were: <br />• Ordinance 99-124, which deals with ADA (Americans with Disabilities Act) <br />compliance. This speaks to the issue of putting ADA compliant rest rooms at the <br />Springvale golf facility, specifically as attached to Springvale Ballroom. These <br />facilities would be part of a new structure attached to the existing ballroom. Part of <br />the cost for this structure would be absorbed by an award from the Community <br />Development Block Grant fund of $96,000. Our current estimates show that the total <br />cost anticipated for the construction of the attached building and the ADA facilities <br />would be on the order of $211,000, of which $96,000 is from the county funds. <br />• Ordinance 99-133 and Resolution 99-134. Both of these deal with the parking lot at <br />Springvale. Presently we have an engineering estimate from Hammontree with the <br />cost of $8,800. The committee unanimously recommended approval of Ordinance <br />99-124, Ordinance 99-133 and Resolution 99-134 and recommended passage under <br />suspension of the rule with regard to Ordinances 99-124 and 99-133. <br />Mr. Limpert, chairperson of Intra-Governmental Relations and Legislation; Long-Range <br />Planning Committee: 1) The committee met on September 15. Present were committee <br />members Nashar, Gareau and Limpert; Council member Miller; Service Director <br />Bohlmann; City Engineer Deichmann. The committee discussed: <br />• Resolution 99-128, which is a resolution authorizing the Mayor to submit and seek <br />financial assistance from the state Issue 2 funds for infrastructure programs. The city <br />will request funding on three projects: Clague Road/Lorain Road intersection <br />widening, a $1,100,000 project; Lorain Road rehabilitation (paving, curbing and <br />storm sewers) from the west corporation line to the east corporation line, a <br />$10,990,000 project; Butternut Ridge rehabilitation, a $5,000,0000 project. These <br />projects would be a 90%-10% split with the state picking up 90%. It would very <br />doubtful that the city would receive more than one project. So, with our 10%, it <br />would be very doable. The committee unanimously recommended approval. <br />• A joint discussion with the BZD Committee on Ordinance 99-126, which will be <br />reported on by BZD chairperson Gareau. <br /> <br />5 <br />_. <br />I <br />
