He said that the program has been <br />successful in other communities, and he strongly recommended it for North Olmsted. <br />The legislation was amended to allow the Police Chief to end the program should it <br />evolve into something that is not of benefit to the community. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee on Monday, August 23. Present were committee members Gareau, McKay <br />and Miller; Council members Nashar, Limpert and O'Grady; Building Commissioner <br />Conway and Assistant City Engineer McDermott. There were four items on the agenda: <br />• Motorcars Chrysler Plymouth Jeep at 27500 Lorain Road, with a proposal to use a <br />self-contained modular unit on the existing car lot. Representing Motorcars was <br />attorney Garrett Murray and Mr. Nick Abraham. The proposal consists of using a <br />modular unit for office use only. The owner explained that the present location of the <br />main building is some distance away from the display area used for the vehicles, and <br />that this arrangement has in the past presented difficulties to both employees and <br />customers wishing to access vehicles. This is particularly a problem during the <br />winter months when the main building is some distance away from the cars. The <br />original proposal presented, which was one of several over the past six to twelve <br />months, called for transporting a used trailer or modular unit to the site, painting it <br />gray and then installing a matching gray awning. There would be an outside <br />handicap ramp, which would go up to the building and would be raised in the air. <br />Landscaping would be added on all sides. The Architectural Review Board <br />recommended denial, and the Planning Commission reluctantly recommended <br />approval. The Building, Zoning and Development Committee discussed the <br />installation of a new unit with more earth tone colors that stood out less and matched <br />the adjoining restaurant and the beverage store off to the west. Mr. Abraham agreed <br />to implement such a design and decided to custom order a unit which was more to the <br />committee's liking. The new unit will be a dark brown cedar sided unit with the same <br />dimensions as approved by Planning and as originally presented. The window design <br />would be rectangular in nature. The unit will not have an awning as was originally <br />proposed, rather it will be fitted with a dark wood shingle mansard that will cover <br />three sides of the building instead of four. The unit will rest on the ground as <br />opposed to being raised in the air, and an asphalt handicap ramp will allow access for <br />the disabled. The doorway to the unit will be covered with a portico made of the <br />same materials and the same color as the structure itself. That portico will also have a <br />matching mansard. The portico will be flanked on both sides with landscaping <br />constructed of landscape timbers, which will not be less than 24 inches high and 3 <br />feet deep. The construction of the landscaping area must accommodate the <br />landscaping plan as approved by the Planning Commission and this may necessitate <br />removal of existing asphalt and things along that nature. All utilities, including <br />drainage, will be underground. There will be no additional signage or lighting except <br />for a small door sign and accent lights flanking the doorway. The air conditioning <br />unit, which is a wall unit, will also be screened in. Because this is apre-fabricated <br />unit, the building shall in all respects mirror the picture that was presented and is <br />incorporated herein.
