Council Minutes of 9/7/99 <br />Department and to modify the plans as may be necessary so as to reflect the building <br />described herein. After discussion, the committee agreed that this particular type of <br />structure (trailers) are not particularly what this Council wishes to see as a means of <br />office space in the City of North Olmsted. However, there being no regulations <br />against them and no means to stop its placement in the city, the committee agreed this <br />was the best possible unit that could be placed on the site and that this particular unit, <br />as graciously redesigned by Mr. Abraham, was one that would have the least impact <br />upon the Lorain Road corridor. The committee unanimously recommended approval <br />subject to the recommendations of the boards and commissions unless expressly <br />modified within this report. Mr. Gareau moved that Council approve the proposal <br />subject to all the recommendations of the boards and commissions and also to the <br />recommendations and modifications made by the BZD Committee. The motion was <br />seconded by Mr. McKay and unanimously approved. <br />• Ordinance 99-106, "An ordinance creating a new Chapter 1139.12 of the North <br />Olmsted Zoning Code regulating the location of free-standing industrialized units on <br />commercial property." This ordinance addresses the concerns set forth with the <br />proposal of Motorcars to place an industrialized unit/trailer on retail property. <br />Further placement of trailers or industrialized units or free-standing pre-fabricated <br />structures will require that the structure not serve as the main building on the <br />property, that the structure as located on the property be no closer than 100 feet from <br />the right-of--way, that it be surrounded on all sides by landscaping and that no <br />business be operated out of the unit other than the business that is conducted in the <br />main building itself. It also restricts the use of these particular structwes when <br />computing maximum permitted signage under the Zoning Code. After discussion, the <br />committee unanimously recommended approval of Ordinance 99-106. <br />• Ordinance 99-108, "An ordinance creating a new Section 924.04 of Chapter 929 of <br />the Streets, Utilities and Public Services Code, entitled `Underground Utility and <br />Communications Systems' to require the construction of underground service drops <br />or connections from the public right-of--way or a utility easement to commercial <br />buildings in the City of North Olmsted which are in the process of development or <br />redevelopment and declaring an emergency." This ordinance is a companion <br />ordinance to a regulation we currently have in place for residential structures. It will <br />require commercial developers to place their utilities underground as has been <br />required of our residential developers for some time now. Presently, there is no <br />regulation as to this although it has been the past practice of the Planning <br />Commission and of proposals put forward recently to do just that. The committee <br />agreed that this will improve the Lorain Road corridor by removing above-ground <br />clutter; however, the committee agreed that additional discussion was needed before <br />the triggering event, that is when other older buildings would be required to go <br />underground, was decided upon. Because this still was a matter of debate, the <br />committee recommended that the matter be held in committee pending further <br />discussion with the Building Department. <br />• Ordinance 99-109, "An ordinance creating a new Section 1139.13 of the North <br />Olmsted Zoning Code regulating the outdoor, unenclosed storage of motor vehicles at <br />motor vehicle repair facilities." The committee discussed the continuing problem of <br />vehicle repair facilities storing vehicles in various states of disrepair near the public <br />6 <br />
