Council Minutes of 9/7/99 <br />right-of--way without fencing. The committee agreed that such vehicles, particularly <br />~, along the Lorain Road corridor, are a blight to the community and visually <br />unattractive. After discussion, the committee unanimously recommended approval of <br />Ordinance 99-109. <br />Mr. Miller, chairperson of the Transportation Committee: 1) The committee met on <br />Monday, August 23, to review issues with regard to the proposed RTA Park-n-Ride lot to <br />be located on the east side of Great Northern Boulevard at the eastbound ramp of I-480. <br />Present were committee members Limpert, McKay and Miller; Council members Gareau, <br />Kasler and O'Grady. Also present were members of the administration, five <br />representatives from RTA and approximately 70 residents who live near the property on <br />the proposed site. The first half hour of the meeting was allotted to the public to view <br />charts and maps presented by RTA and to ask questions. A presentation was then made <br />by Mr. Szmagala of RTA, and the public was invited to ask questions of him. While <br />several people indicated they were not getting direct answers to their questions as they <br />had hoped, they did get the following issues answered: buses would arrive no earlier than <br />5:45 a.m. and would generally not run pass 7 p.m.; nine other sites had been considered <br />for this purpose. Although a copy of the list of sites was requested and subsequently <br />promised, such a list has not been provided. The subject of an independent review or <br />study of locations was brought up during the public comment session. Both the chairman <br />and the Mayor concurred that conducting such a study would be in the best interests of <br />the entire city. Also discussed were issues involving such things as impacts on traffic <br />patterns, residential property values, safety and police patrol and the appropriate zoning. <br />Finally, the Mayor described in a triangular procedure that the RTA Park-n-Ride lot is a <br />requirement of building the service garage on the west side of the city. If no service <br />garage is built, then the demise of NOMBL is likely to occur shortly thereafter. This <br />issue will now go to the BZD Committee of Council as the issue is also a zoning matter. <br />Mayor Musial noted that today he had received the report on the other locations <br />investigated by RTA and the report regarding the impact on property values. He will <br />provide copies to all of Council. <br />LETTERS/COMMUNICATIONS <br />The clerk read a letter written to Mayor Musial: "Dear Mayor Musial: The Village of <br />Orland Park has recently opened a 25,000 sq. ft. skatepark under the supervision of the <br />Recreation and Parks Department. Usage of this park has been significant and speaks to <br />a very realistic need for skateboarders and rollerbladers. The decision process for this <br />park came down to recognizing the need for such a facility and understanding many of <br />the myths associated with skateboarding and rollerblading are inaccurate. This is a <br />growing community of over 50,000 people, and the support and success of this facility <br />has been underscored through attendance by both youth and adults. It is being <br />recognized as an excellent addition to our community.
