Council Minutes of June 15, 1999 <br />Nicole Waffen, representing A Child's View Day Care Center, said she had spoken to <br />Council about a year ago when Horizon was applying for a different grant. What <br />surprises her is that Council members are looking to make a decision on the loan giving <br />their benefit of approval because she knows that many of them haven't been to all of the <br />centers in the area She believes this should be done since this decision basically says that <br />the community supports Horizon Day Care. There are a lot of other centers that have not <br />been seen. Does Council know what they are putting their stamp of approval on? This <br />decision may put other centers in jeopardy of losing children. Business is already hard <br />enough--her school pays $82,000 a year in rent as opposed to Horizon's $1. She cannot <br />pay her staff as well, and she does have to put money back into the center. She loves her <br />center and the children that are there. Mrs. Waffen believes that Council should make an <br />effort to visit the other schools. <br />LEGISLATION <br />Ordinance No. 99-62 introduced by Mayor Musial was given its third reading. An <br />ordinance creating new Chapter 1507 of the City Taxation Code, entitled "Admissions <br />Tax," in order to provide for the levying of a city tax upon admissions fees to <br />entertainment events, and declaring an emergency. Mr. O'Grady moved for adoption; <br />second by Mr. Limpert; motion passed unanimously. Ordinance No. 99-62 adopted. <br />Ordinance No. 99-6 ~ introduced by Mr. McKay was given its third reading. An <br />ordinance creating new Section 911.20 of Chapter 911 of the Codified Ordinances of the <br />City of North Olmsted, entitled "Sewers Generally," in order to provide for a method of <br />collecting delinquent sewe-- charges, and declaring an emergency. Mr. Nashar moved for <br />adoption; second by l~~lr. O'Grady; motion passed unanimously. Ordinance No. 99-63 <br />adopted. <br />Ordinance No. 99-64 introduced by Mayor Musial was given its third reading. An <br />ordinance creating new Section 143.02 of Chapter 143 of the Administrative Code of the <br />City of North Olmsted, entitled "Boards and Commissions Generally," in order to clarify <br />the duties of the position of Assistant Clerk of Commissions, and declaring an <br />emergency. Mr. O'Grady moved for adoption; second by Mr. Gareau; motion passed <br />unanimously. Ordinance No. 99-64 adopted. <br />Ordinance No. 99-45 introduced by Mr. Gareau was given its third reading as amended. <br />An ordinance amending Section 3 of Ordinance 98-32 entitled "An ordinance <br />establishing rates of compensation for various administrative and legislative personnel, <br />and declaring an emergency," in order to establish a salary range for the newly-created <br />position of Assistant Director of Finance, and declaring an emergency as amended. Mr. <br />Gareau moved for adoption; second by Mr. O'Grady. Roll call: Gareau, yes, with <br />comment that he could like to incorporate his previous comments from previous Council <br />meetings concerning his reservations on Ordinance 99-45 with respect to a salary range. <br />Although he disagrees with the range as established, he thinks it is a step forward in the <br />right direction toward addressing some of the issues in the Finance Department.
