Council Minutes of June 2, 1999 <br />AUDIENCE PARTICIPATION <br />Margaret McKay, 5197 Columbia Road, thanked Council and the Mayor for rescheduling <br />the Council meeting due to the passing of former Council President James Boehmer. <br />Also, thanks to the Mayor and Service Director Bohlmann for their efforts in paying <br />tribute to Jim. Everyone came together as a community to pay tribute to a man who was <br />one of the greatest citizens of this city. He loved North Olmsted, and his contributions to <br />the city were overwhelming. His memory will remain in our hearts. <br />LEGISLATION <br />Ordinance No. 99-60 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to negotiate and enter into <br />agreements for the purchase of two (2) parcels of vacant land located in the Industrial <br />Park (Permanent Parcel Numbers 234-11-139 and 234-11-141) in connection with the <br />project to construct a new city bus garage, and declaring an emergency. Mr. O'Grady <br />moved for adoption; second by Mr. Nashar; motion passed unanimously. Ordinance <br />No. 99-60 adopted. <br />Ordinance No. 99-61 introduced by Mayor Musial was given its third reading. An <br />emergency ordinance authorizing the Mayor to execute the amended agreement <br />establishing the Westshore Council of Governments, and as further described in Exhibit <br />"A." Mr. McKay moved for adoption; second by Mr. Gareau; motion passed <br />unanimously. Ordinance No. 99-61 adopted. <br />Ordinance No. 99-62 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Chapter 1507 of the City Taxation Code, entitled "Admissions <br />Tax," in order to provide for the levying of a city tax upon admissions fees to <br />entertainment events, and declaring an emergency. <br />Ordinance No. 99-63 introduced by Mr. McKay was given its second reading. An <br />ordinance creating new Section 911.20 of Chapter 911 of the Codified Ordinances of the <br />City of North Olmsted, entitled "Sewers Generally," in order to provide for a method of <br />collecting delinquent sewer charges, and declaring an emergency. <br />Ordinance No. 99-64 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Section 143.02 of Chapter 143 of the Administrative Code of the <br />City of North Olmsted, entitled "Boards and Commissions Generally," in order to clarify <br />the duties of the position of Assistant Clerk of Commissions, and declaring an <br />emergency. <br />Resolution No. 99-65 was introduced and placed on first reading by Mr. McKay. A <br />resolution authorizing the Director of Public Service to advertise for bids for exclusive <br />right turning lanes on Brookpark Road at Columbia Road as detailed in the plans and <br />specifications on file and authorizing the Mayor to contract for the same, and declaring <br />an emergency. Mr. McKay moved for suspension of the rules requiring three readings <br />and committee review; second by Mr. Nashar; motion passed unanimously.
