That there be 5 '/2 to 3 '/2 foot landscape <br />mounding to be used from point A on the map as submitted, which is the east side of <br />the building to the northeast corner of the paved lot. The mounding shall be 70% 5 <br />feet in height, 30% 3 '/z to 5 feet and shall be undulating; 5. Run-off shall be <br />restricted to the open ditch and no tap-in will be necessary or permitted for the <br />Allendale-Carey sewer system; 6. That there be zero light at the lot line. Fixtures <br />shall be shielded on the residential side for all fixtures located on the east side of the <br />parking lot. Mr. Gareau moved that Council approve the proposal for North Olmsted <br />Evangelical Friends Church subject to all of the previously stated recommendations <br />and requirements. The motion was seconded by Mr. McKay and unanimously <br />passed. <br />Mr. Nashar, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />successful volunteer gun turn-in program was held for the past two Saturdays. On the <br />first Saturday, the police received a total of 23 guns and one hunting knife. On the second <br />Saturday, 39 were received, for a total of 63. As compared to last year over two days, 28 <br />or 27 guns were collected. A couple of residents in the city were unable to get to the <br />police station because they did not have transportation. They called, and the police did <br />go out and pick up their guns to be turned in. Thanks to the North Olmsted Police for <br />doing a fine job. The guns that were collected will be destroyed-never again to go back <br />out on the streets. Thanks also to the following: Great Northern Dodge for their $29.95 <br />oil change certificates; Giant Eagle for food gift certificates; Ganley Pontiac and <br />Geppetto's Bar and Grill for donating food gift certificates; Councilman Paul Miller for <br />his help in organizing this program. The program this year was a huge success and more <br />people are getting interested in volunteering to turn in their guns. <br />President Saringer congratulated Councilmen Nashar and Miller on this worthwhile <br />program. Mr. Miller noted that residents who feel unsafe with guns in their homes can <br />turn them into the Police Department for proper disposal at any time. <br />Mr. McKay, chairperson of the Streets & Drainage and Environmental Control <br />Committees: 1) The Streets & Drainage Committee met on May 25 to review Ordinance <br />99-63. Present were all members of Council, Mayor Musial, Service Director Bohlmann, <br />Safety Director Jenkins, Finance Director Copfer and Engineer Deichmann. Ordinance <br />99-63 creates a new Section 911.02 of Chapter 911 of the Codified Ordinances to provide <br />for a method of collecting delinquent sewer charges owed to the city. The problem has <br />occurred in the period of time between the date which the property owner legally taps <br />into the sewer and the date that the Water Department begins to bill the owner. To <br />prevent this loss in revenue, this ordinance will establish atap-in deposit which the city <br />will use as security payment for a user's fee not billed by the Water Department. The <br />committee recommended approval. <br />2) The airport north south runway will be closed for temporary repair for approximately <br />two weeks beginning June 6.
