Council Minutes of 5/18/99 <br />Councilman Gareau suggested that City Council and the administration look at the <br />~~ recreational needs from a comprehensive overview and begin to prioritize. Also, he <br />believes that citizen involvement is necessary and suggested a task force be formed to <br />devise a plan of action. President Saringer asked the Long-Range Planning Committee to <br />take this issue into committee. Committee chairperson Limpert agreed to take this matter <br />into the committee and to seek input from those involved in recreation. Mrs. Kasler said <br />that the Recreation Commission has begun to look at the overall recreation picture. This <br />is the Commission's job, and they need to be and want to be participants in this to make <br />recommendations to Council with regard to the recreational priorities. She hopes that the <br />Recreation Commission can continue to work on this, put it together within their next few <br />meetings and then present it to the Recreation Committee and all of Council to be passed <br />on to the Long-Range Planning Committee. In this way, specifics can be provided to the <br />Long-Range Planning Committee. Mr. Limpert and Mrs. Kasler agreed that they would <br />meet to devise a cooperative plan. Finance Director Copfer said she believed a <br />recreational survey was done in 1997 and asked whether Mrs. Kasler had the results. <br />Mrs. Kasler said she did not initiate that survey and did not have first-hand knowledge of <br />how it was presented. She believes the results were given to Council. Law Director <br />Gareau said he was aware of the survey but had no knowledge as to how it was <br />implemented and never saw the results. Mrs. Copfer said she would look into the matter. <br />Mr. Limpert, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on May 11, and all members of <br />Council were present. Discussion items were as follows: <br />• Ordinance 99-54, which has to do with project labor agreements. The Law <br />Department has advised that this issue is currently before the Ohio General <br />Assembly; therefore, this legislation will be put on hold. <br />• Ordinance 99-61, which authorizes the Mayor to enter into an agreement with the <br />Westshore Council of Governments. This is basically something we have done every <br />year, and the committee recommended approval. <br />2) Mr. Limpert made a motion to make the following reappointments to the Human <br />Resources Advisory Board: Art Boessneck, a five year term commencing January 1, <br />1999; Frank O'Dell, who should have been appointed last January, so the five year term <br />began January 1, 1998. The motion was seconded by Mr. Nashar and unanimously <br />approved. <br />Mr. Nashar, chairperson of the Safety Committee: 1) The committee met on May 11. <br />Present were committee members Gareau, Miller, Nashar and all remaining Council <br />members. Also in attendance were Service Director Bohlmann and Mayor Musial. The <br />committee discussed a liquor transfer coming out of safekeeping from Eugene Stevens, <br />25730 Lorain Road, to 27264 Lorain Road, DBA Giant Eagle. This is a special permit <br />for beer and wine which specifies guidelines for sample tastings of alcoholic beverages <br />within a store. The guidelines include: 1. Person passing out samples must be a <br />professional demo person. 2. Samples must be served in a 1 ounce cup. 3. Customers <br />tasting the beverage must be 21 years or older. 4. Only one sample per adult. <br />5. Samples must be paid for by the dollar value of the bottle. (The total cost of the bottle <br />would be divided by the number of servings.) 6.
