Council Minutes of 5/18/99 <br />Ordinance No. 99-55 introduced by Mr. McKay was given its third reading. An <br />~, <br />ordinance creating new Section 171.07 of Chapter 171 of the Administrative Code of the <br />City of North Olmsted, entitled "Community Reinvestment," in order to establish the <br />position of part-time secretary to the Housing Council and Tax Incentive Council, and <br />declaring an emergency. Mr. McKay moved for adoption; second by Mr. O'Grady; <br />motion passed unanimously. Ordinance No. 99-55 adopted. <br />Ordinance No. 99-56 introduced by Mr. McKay was given its third reading. An <br />ordinance amending Section 1 of Ordinance 98-32 entitled "An ordinance establishing <br />rates of compensation for various administrative and legislative personnel, and declaring <br />an emergency," in order to establish a salary range for the newly-created position of <br />secretary of the Housing Council and Tax Incentive Review Council, and declaring an <br />emergency. Mr. McKay moved for adoption; second by Mr. Nashar; motion passed <br />unanimously. Ordinance No. 99-56 adopted. <br />Ordinance No. 99-45 introduced by Mr. Gareau was given its second reading as <br />amended. An ordinance amending Section 3 of Ordinance 98-32 entitled "An ordinance <br />establishing rates of compensation for various administrative and legislative personnel, <br />and declaring an emergency," in order to establish a salary range for the newly-created <br />position of Assistant Director of Finance, and declaring an emergency as amended. <br />Ordinance No. 99-50 introduced by Mr. Nashar was given its second reading as amended. <br />An ordinance creating new Section 537.19 of Chapter 537 of the General Offenses Code, <br />entitled "Offenses Against Persons," so as to prohibit the pointing of laser devices at <br />persons or animals, as amended. Mr. Nashar moved for suspension of the rule requiring <br />three readings; second by Mr. McKay. Roll call: Nashar, yes; McKay, yes; Miller, yes; <br />O'Grady, yes; Limpert, no; Kasler, yes; Gareau, yes. Motion passed with six affirmative <br />votes and one negative vote. Mr. Nashar moved for adoption; second by Mr. McKay. <br />Roll call: Nashar, yes; McKay, yes; Miller, yes; O'Grady, yes, with comment that he <br />questions whether or not this is something that is absolutely required, especially in light <br />of comments from a respected ophthalmologist that permanent harm to the eye is an <br />unlikely issue. However, based on the fact that the Chief of Police feels this is something <br />important for the safety of our residents, he has voted yes. Roll call continued: Limpert, <br />yes; Kasler, yes; Gareau, yes. The motion passed unanimously. Ordinance No. 99-50 <br />adopted. <br />Ordinance No. 99-60 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to negotiate and enter into <br />agreements for the purchase of two (2) parcels of vacant land located in the Industrial <br />Park (Permanent Parcel Numbers 234-11-139 and 234-11-141) in connection with the <br />project to construct a new city bus garage, and declaring an emergency. <br />Ordinance No. 99-61 introduced by Mayor Musial was given its second reading.
