Council Minutes of 5/5/99 <br />Finance Director Copfer: 1) A pre-audit conference on the Springvale special audit for <br />;~„~ fiscal year 1997 is scheduled with the Auditor of State's office on Tuesday, May 11, at <br />6 p.m. This meeting is not open to the public. <br />2) Our budget and accounting payroll systems have been converted to the Y2K versions <br />of the software and are being tested. There have been identified problems which are <br />being addressed by our software vendor, our EDP Commissioner and the Finance <br />Department. She is a firm believer in testing. You cannot rely on comments by the <br />vendors that they are "Y2K compliant." The systems must be tested in our own <br />environment to be sure that they will work. <br />President Saringer announced that the Scout Honorary Officials will be honored at the <br />Council meeting of May 18. Also, the Scouts will hold a "mock Council meeting" on <br />May 18 at 7 p.m. All Scouts Weekend will take place on May 22 and May 23. The <br />parade will assemble at the Middle School at 9:30 a.m. on Saturday, May 22, and will <br />proceed to North Olmsted Park. <br />President Saringer announced that the following legislation would be passed under <br />suspension of the rule: Ordinance 99-40, Resolutions 99-58 and 99-59. <br />Mrs. Kasler, chairperson of the Recreation, Public Parks and Buildings Committee: 1) A <br />letter was received from a Recreation Department contract employee who is involved <br />with the basketball program expressing concern with the lack of gymnasium and all- <br />purpose space. She would like to add that issue to the agenda for the joint meeting of the <br />Recreation Committee and Recreation Commission to be held on Monday, May 10. <br />Mrs. Kasler, reported for Mr. O'Grady, chairperson of the Finance Committee: 1) The <br />Finance Committee met on April 28. Present were committee chairman O'Grady and <br />committee members Kasler and Limpert; Council members Gareau, Saringer, McKay and <br />Miller; Mayor Musial; Finance Director Copfer, Service Director Bohlmann; Assistant <br />Director of Law Dubelko. Agenda items were as follows: <br />• Ordinance 99-18, which calls for a change to Section 161.11 of the city's <br />Administrative Code with the objective of eliminating any unfair penalty for city <br />employees who fail to take five days vacation in any one year. New language to this <br />section of the code removes the existing requirement to take five uninterrupted days <br />off. All city employees are still required to take five days in any year in order to be <br />permitted to carry over the balance of their vacation days to the following year. The <br />bottom line is that five days no longer need to be consecutive. Employees are able to <br />carry over in each year an amount of days that is no greater than the amount they <br />have earned in that year. In lieu of carry over in any given year, they may elect to <br />receive payment for vacation pay earned in the immediate prior year as long as they <br />take five vacation days that year. The committee unanimously recommended <br />approval. <br />• Ordinance 99-34, which creates Chapter 172 of the Administrative Code to address <br />the need to create a Tax Incentive Review Council separate from the Housing <br />Council. This ordinance will still allow members of one council to serve on the <br />other. The committee unanimously recommended approval. <br />3 <br /> <br />
