Council Minutes of 5/5/99 <br />• Ordinance 99-44, which creates a new Section 135 of the Administrative Code to <br />create a new position of Assistant Director of Finance. In light of a letter from former <br />Director of Finance Jim Burk, discussions were held which centered on <br />qualifications and statutory requirements of this position. The committee <br />unanimously recommended that the ordinance be held in committee pending a Law <br />Department review of the ordinance and suggested changes submitted by Councilman <br />McKay. <br />• Ordinance 99-51, which amends Section 171.06 of the Administrative Code to <br />require that property owners who receive tax exemptions for commercial or industrial <br />projects pay prevailing wage for all project construction work. This section also <br />places the prevailing wage requirement on all contractors and sub-contractors <br />working on the project. The committee unanimously recommended approval. <br />• Ordinance 99-55, which creates a new Section 171.07 of the Administrative Code to <br />establish the position of part-time secretary to the Housing Council and Tax Incentive <br />Review Council. There has been a need for this position since the establishment of <br />the Council, and the committee unanimously recommended approval. <br />• Ordinance 99-56, which establishes the salary for the position of secretary to the <br />Housing Council. Councilman McKay reported that the proposed salary of $4,000 is <br />extremely reasonable in light of the fact that the city of Solon pays $25,000 per year <br />for this position. In Solon, the employee spends about half of her time on this work. <br />Berea has afull-time person in this position earning $56,000 a year. The committee <br />unanimously recommended approval. <br />Mr. Limpert, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on April 28 to discuss Ordinance <br />99-54. There was an extensive discussion regarding the ordinance, and the discussion <br />continued this evening during caucus. The legislation has been removed from the agenda <br />and will be referred back to committee. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on April 26. Present were committee members McKay, Miller and <br />Gareau; Council members Nashar and O'Grady; Landmarks Commission members <br />Smeraldi, Lang and Lord; invited guest Mrs. Petrigac. The committee discussed <br />Ordinance 99-40, which creates a new and revised Chapter 165 of the Administrative <br />Code entitled Landmarks Commission for the purpose of further preserving and <br />promoting the city's landmarks and landmarks districts. The committee discussed <br />amendments to the ordinance from its original introduction. Originally introduced some <br />time ago, it was reviewed by committee at the last BZD Committee meeting at which <br />time it was referred to the Law Department and additional changes were made to the <br />ordinance itself. The amended form was brought back and discussed. This particular <br />ordinance will apply to the following situations: 1) where there is a proposal to demolish <br />an improvement which consists of all or part of a building or structure in a landmark <br />district, albeit the building itself is not designated as a landmark; 2) proposals to <br />demolish a landmark itself or alter or reconstruct the same; 3) alterations or <br />reconstruction of buildings in a landmarks district; 4) proposals to construct buildings <br />within designated landmarks districts.
