Council Minutes of 4/20/99 <br />were books, newspapers, magazines and records. In 1999, there are many types of <br />~~ materials available such as books on CD, music on cassette and CD, CD Roms and <br />digital video disks (DVD). Our library is already overcrowded. North Olmsted has <br />the honor and distinction of having the first circulating library in the Western <br />Reserve. In 1829, Charles Olmsted of Connecticut donated 500 books to Lenox <br />Township. In exchange, the name of the town was changed to North Olmsted and <br />Olmsted Falls. Many of those books make up the Oxcart Library, which is currently <br />displayed in our library. As our community has grown and expanded over the past 30 <br />years, it is essential to expand our library to maintain the first-rate services and <br />programs that our residents have come to expect and which they deserve. <br />SPECIAL LEGISLATION <br />Resolution No. 99-53 was introduced and placed on first reading by Mr. Limpert on <br />behalf of the entire Council and the Mayor. A resolution commending the achievement <br />by Bryan Machala of the Eagle Scout Award in Boy Scouting. Mr. Limpert moved for <br />suspension of the rules requiring three readings and committee review; second by Mr. <br />Gareau; motion passed unanimously. Mr. Limpert moved for adoption; second by Mr. <br />Gareau; motion passed unanimously. Mrs. Saringer asked Bryan to come forward, and <br />she read the resolution in its entirety. Bryan was congratulated by Council, the <br />administration and all present. <br />REPORTS <br />Mayor Musial: 1) An Arbor DaylPOW Day celebration will be held at 10 a.m. on <br />Saturday, April 24, at St. Richard's. Participating will be the high school Wind <br />Ensemble, VFW Veterans and the Boy Scouts. The ceremony will include the planting <br />of 21 trees along the west side of Country Club Boulevard. <br />2) Resolution No. 99-52, proclaiming April 24, 1999 Arbor Day and celebrating the <br />award of Tree City USA will be passed under suspension of the rule. To be awarded the <br />recognition of a Tree City, a community has to meet four standards: a tree board or <br />department, a tree care ordinance, a comprehensive community forestry program and an <br />Arbor Day observance. North Olmsted has been a Tree City for 14 years, and this will be <br />our 15~' year. <br />3) Service Director Bohlmann was invited to come forward to announce that on April 18, <br />1999 the city attained the one-year agreed upon period without a bypass event which had <br />been stipulated in the consent decree with the Department of Justice and the U. S. EPA. <br />The city now has the right to petition the U. S. Federal Court of northeast Ohio to <br />terminate the separate sanitary sewer provision of the consent decree. In order to <br />conform to that consent decree and abate residential flooding in the city, approximately <br />$24,900,000 was spent on sanitary and storm projects and Wastewater Treatment Plant <br />improvements since 1990. <br />4) A residential property maintenance inspection program will begin during May and will <br />continue for the summer months. Building Department inspectors will inspect houses <br />from the right-of--way for proper maintenance of roofs, gutters and downspouts, paint, <br />windows, steps, foundation walls, sidewalks and debris.
