MINUTES OF THE MEETING OF THE COUNCII. <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 6, 1999 <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, O'Grady <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />Absent: Council Member Nashar <br />The minutes of the Council meeting of March 16, 1999 were approved as written. <br />Council President Saringer announced that Ordinance 99-42 and Resolution 99-46 would <br />be passed under suspension of the rule. <br />REPORTS <br />Mayor: 1) North Olmsted has earned the award of Tree City for the 14~` year in a row. <br />To a large part, that award has been secured through the efforts of City Forester Dave <br />Wendell. The city will have an Arbor Day/POW Flag Raising ceremony with St. <br />Richard's Church on April 24 which will include the planting of trees along the church <br />property on Country Club Boulevard. <br />2) Today, Councilman O'Grady, John Lonsak, the executive director of the Cuyahoga <br />County Library system, Donna Meyers, the manager of the North Olmsted Library, <br />Betsey Ruggiero, president of the Friends of the Library, went on a tour of five libraries: <br />Brecksville, Independence, Solon, South Euclid and Beachwood. The focus of the group <br />was to review, inspect and ascertain the type of facilities available for the residents of <br />those communities. <br />3) The Easter buffet at Springvale was a great success. Last year there were <br />approximately 75 participants and this year there were almost 200 people. Springvale's <br />marketing efforts are beginning to pay off. A Mother's Day brunch will be coming up. <br />The cost is reasonable: $15 for adults, $7 for children seven and under and children two <br />and under are free of charge. <br />4) He attended some meetings put on by the Cuyahoga County Board of Commissioners <br />with regard to the State Issue 2 program, including a roundtable discussion with the <br />Mayors in the Cuyahoga County area. The problem that is ensuing in this area is that <br />there is a concern by some of the mayors that the projects that are being approved are <br />being slanted somewhat towards Cleveland and that the suburbs are not getting their fair <br />share. For 1999, 112 projects were considered. North Olmsted submitted three: <br />Barton/Bradley Road interchange; Butternut Road refurbishing; Lorain/Clague Road <br />intersection. Unfortunately, none of these made the grade. What happens is that the staff <br />selects the final 50 projects and they go before a committee of seven individuals. This <br />
