Council Minutes of 4/6/99 <br />committee has a subjective discretionary point application of 70 points. The total number <br />.;. <br />,,~ of points that are allowed are 347. So, they have a tremendous latitude subjectively to <br />assign points to various projects. North Olmsted has faired very, very well over the <br />years-receiving about $14 million in Issue 2 monies, which puts us toward the top. The <br />City of Cleveland received the most funds, approximately $109 million out of <br />approximately $298 million over the last ten years. The commissioners are looking to the <br />mayors to suggest ways to improve the system. It seemed to be the consensus of the <br />group that the subjectivity of the committee should be eliminated and more objective <br />guidelines should be substituted so that the people making the application know exactly <br />where the points are going to be distributed. <br />5) The last building block has been put in place regarding the short, long and ultra-long <br />long-range planning process. The North Olmsted Foundation Inc. received its SO1C3 <br />approval from the Internal Revenue Department to become a totally tax exempt <br />organization along with the North Olmsted Education Foundation Inc. <br />Mr. McKay asked whether the chairperson of NOACA was on the Issue 2 Committee. <br />Mayor Musial said the Issue 2 Committee included the following members: <br />• County Engineer Tom Neff, chairperson, appointed by the County Commissioners. <br />• Mayor Gerald Boldt, City of Parma, appointed by the County Mayors and City <br />Managers Association. <br />• County Commissioner Jane Campbell, appointed by the County Commissioners. <br />• Julius Ciaccia, vice-chair, appointed by Cleveland Mayor White. <br />• Mayor Dennis Clough, City of Westlake, appointed by the County Mayors and <br />Managers Association. <br />• Mark Ricchiuto, appointed by Cleveland Mayor White. <br />• Carlton Schnell, from the law firm of Arter & Hadden, appointed by the other <br />committee members. <br />Mr. O'Grady commented on the library tour that he and the Mayor took saying that the <br />facilities they saw were spectacular, and that is where North Olmsted should be. He <br />suggested that Council invite Donna Meyers and Betsey Ruggiero to a future meeting to <br />talk about the needs of the North Olmsted Library. Mrs. Saringer agreed to send a letter <br />inviting them to come to the next Council caucus and next meeting to give a brief <br />presentation. <br />Finance Director Copfer: 1) Effective March 30, 1999, the minimum amount allowed to <br />purchase goods or services without requiring public bidding increased from $10,000 to <br />$15,000. <br />2) The budget and accounting system had a bug for entering appropriations in 1999. As <br />it attempted to post the first entry, it looped itself and continued posting that number. <br />The item being posted was Council salaries, which currently reads $64,208,911,975! <br />Fortunately, the software fix was received and is scheduled to be loaded next week so <br />that the appropriations can be corrected. <br />y, 3) Regarding Ordinance No. 99-45 which creates the position of Assistant Director of <br />Finance, the proposal presented to Council during budget hearings was comprehensive: <br />2 <br /> <br />
