Council Minutes of 4/6/99 <br />discussed at length during the appropriations process and it is what the majority of <br />F„~ Council wants. He personally would prefer a higher starting salary to give us some <br />leeway to be sure to attract the right kind of qualified candidate. Mr. O'Grady <br />commented that he wanted to commend the Finance Director on her excellent research <br />and proposal. One of the facts presented noted that communities comparable to North <br />Olmsted have a starting pay of $45,000 for assistant finance directors. He also feels that <br />the range accepted by Council is not realistic to offer an incoming prospect. <br />Mr. O'Grady, chairperson of the Finance Committee: 1) A summary of the <br />appropriations process: <br />• Finance Committee meeting was held on Wednesday, March 10. Present were <br />committee members O'Grady and Kasler; Council members Nashar, Gareau and <br />Miller; the directors of Finance, Service and Safety; Tom Terbrack from NOMBL; <br />Chief Osterhouse and Captain Ed Bak from the Fire Department; Chief Ruple from <br />the Police Department. This was the first meeting of the Finance Committee to begin <br />a review of the almost $50 million in appropriations for the city. The committee <br />reviewed the budgets of the firefighters, Police Department, bus line and the <br />Building Department. <br />• Finance Committee meeting was held Thursday, March 11. Present were committee <br />members O'Grady, Kasler and Limpert; Council members McKay, Gareau and <br />Miller; directors of Finance, Service, Safety, Human Resources and Personnel & <br />Administration. Appropriations discussions continued at this meeting with the review <br />of the General Fund. <br />• Finance Committee meeting was held on Saturday, March 13, at 1 p.m. Present were <br />committee members O'Grady, Kasler and Limpert; Council member Gareau; Mayor <br />Musial; the directors of Finance, Service and Safety; Springvale facility manager Len <br />Strnad. Appropriations discussions continued with the review of Springvale and <br />Recreation. <br />• Finance Committee meeting was held on Tuesday, March 16. Present were <br />committee members O'Grady, Kasler and Limpert; Council members Saringer, <br />McKay, Nashar, Gareau and Miller; Mayor Musial; the directors of Finance, Service <br />and Safety. Appropriations discussions continued with a review of the Wastewater <br />Treatment Plant and continued discussions of Recreation. <br />• Finance Committee met on Saturday, March 20, at 9 a.m. Present were cammittee <br />members O'Grady, Kasler and Limpert; Council members Gareau and Miller; Mayor <br />Musial; directors of Finance, Service and Safety. Discussions of Recreation <br />appropriations continued, and Ordinances 99-18 and 99-36 were discussed. <br />• Finance Committee met again on Monday, March 22. Present were committee <br />members O'Grady, Kasler and Limpert; Council members McKay, Nashar, Gareau <br />and Miller; Mayor Musial; the directors of Finance, Service and Safety. This final <br />appropriations meeting consisted of a review of all aspects of the 1999 <br />appropriations and specific discussions dealing with questions raised during the <br />earlier sessions. <br /> <br />
